Duties

WHAT YOU'LL BE DOING DAY TO DAY As a Contract Specialist you will use your knowledge of and experience with the Office of the Chief Information and the Office of Acquisition Management Services to optimize business results and customer experience by: Independently performs all contract administration functions. Develops strategic plans in conjunction with program officials and Contracting Officer's Representatives (CORs) to define requirements. Prepares solicitation documents which incorporate required Federal Acquisition Regulations (FAR) and HHS policies and provisions.

  • This position is covered under the Office of Federal Procurement Policy (OFPP) Act. A Federal Acquisition Certification – Contracting (Professional) (FAC-C (Professional)) is required within Agency-established timeframes.

Qualifications

WHAT WE ARE LOOKING FOR Basic Requirement: You must meet one of the items listed below (A or B): A. 4-year course of study leading to a bachelor's degree with a major in any field; OR B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Applicants who meet the criteria for Superior Academic Achievement qualify for positions at the GS-7 level. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-11 Grade level: A. Specialized Experience: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing the following: Procuring and/or administering contracts for a variety of specialized equipment and services. Analyzing cost and/or contract proposals. Conveying information concerning acquisitions to stakeholders. OR B. Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. GS-12 Grade level: Specialized Experience: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing the following: Procuring and/or administering contracts for a variety of specialized equipment, services, and/or construction. Evaluating contract's performance after contract award. Evaluating contractor proposals and/or preparing pre-negotiation positions. Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
