About the Position: Provide broad objectives in terms of planning training programs within the Training Management Cycle that are approved by higher headquarters, requested by supported commands, and/or deduced by self-directed analysis of both internal and external data sources. Develop, plan, coordinate and monitor training programs and solving problems. Works within the purview of applicable directives and regulations pertaining to individual training programs.

Duties

Conduct research and compiles data, information and statistics used in preparing recurring and special report requirements. Use a wide variety of sources to obtain data for use in preparing background reports of a statistical nature for planning purposes and briefings. Provide situational awareness and decision-making capability for the Command on issues relating to unit assessment and training plan development. Discuss effect of changes to planning policies, doctrine, and directives, and provides guidance in revising or developing new training plans.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Temporary duty (TDY) business travel is required approximately 15 percent of the time.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-09 or above. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: such as Education, Organizational Development, Governance and Policy Analysis. (NOTE: You MUST attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (NOTE: You MUST attach a copy of your transcripts.) You will be evaluated on the basis of your level of competency in the following areas: ComplianceOral CommunicationPlanning and EvaluatingWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-09.
