Incumbent serves as the senior IT/ET expert in developing and executing strategic IT polices, plans, and capabilities for education programs.

Duties

Plans, organizes, and directs the activities of the Capabilities and Processes Branch ensuring that IT capabilities, processes, and procedures comply with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents Air University with a variety of installation and functional area organizations. Leads strategic technological planning to achieve AU goals by prioritizing technology initiatives and coordinating the evaluation, deployment, and management of current and future technologies. Oversees and advises on enterprise-level change management activities impacting AU IT enterprise systems.

  • Operations experience is highly desired.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Must be able to obtain and maintain a SECRET security clearance.
  • The work requires the employee to drive a motor vehicle. A valid driver’s license is required for the position
  • May occasionally be required to work other than normal duty hours. and/or Shift work may be required which may include overtime and/or irregular hours.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/??? Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes mastery of and skill in applying advance IT principles, concepts, methods, standards, and practices in order to provide technical oversight and advisory services regarding IT functions and operations. Expert knowledge on policy development sufficient to develop and interpret policies, procedures, and strategies governing the planning and delivery of services; Experience with enterprise-level change management activities; Experience in using commercial off the shelf (COTS) products and components and of new and emerging information technologies and/or industry trends. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of IT applications software concepts, functions, techniques, and capabilities sufficient to assess the effectiveness and efficiency of IT policies and processes. Knowledge of safety and security regulations, practices, and procedures. Knowledge of the organization's policy and planning formulation process along with its missions and objectives to prepare IT policies and plans. Knowledge and understanding of a comprehensive range of staff concepts, objectives, policies, management/organizational techniques, and military command. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
