You will serve as a PROGRAM MANAGER in the (DEPARTMENT OF THE NAVY/OFFICE OF ASN (RD&A) DIRECTOR ACQUISITION TALENT MANAGEMENT (DATM) of ASN RDA WASHINGTON DC.

Duties

You will lead strategic planning to determine goals, objectives, direction, and priorities of assigned organization, program, or project to meet mission critical requirements. You will plan, execute and evaluate highly complex program work to meet long-term strategic priorities. You will provide expertise and advice on planning across a broad range of engineering or scientific programs. You will apply an extensive knowledge of program management concepts, principles, and practices as well as a general knowledge of the methods, practices, and processes in engineering and science. You will direct the development of tests and advisories on new technologies, methods, approaches and guides for assigned organization, program or project. You will advise on technical problems and challenges and make substantive recommendations for solutions. You will negotiate and integrate functions (i.e., planning design, cost, contracting, legal reviews and interpretations, etc.) with customer needs in support of managing efforts into a comprehensive management plan. You will integrate schedules and establishes program scope and criteria, assumptions and risks, contingencies, and performance measurement criteria.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-3 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: - Experience recognizing and analyzing problems, conducting research, summarizing results, and making appropriate recommendations. - Experience planning and executing complex, multi-faceted projects. - Experience researching, analyzing, interpreting and applying rules, regulations, and procedures. - Experience with DOD acquisition and life cycle management policies, procedures, and practices.
