The primary purpose of this position is to provide senior budge analyst who is fully responsible for the overall technical aspects of the AFSC/LG budget and management of resources for specific programs and appropriations. The incumbent of this position may also provide advice and assistance to lower grade analysts in the office.

Duties

Performs budget formulation work involving preparation of detailed analyses and cost analyses of working capital and multi-year funding needs for one or more future budget years. The employee conducts budget and cost analysis to validate budget requests. Incumbent prepares necessary documentation to support out-year funding requests. Conducts special studies, analyzes and reviews data as necessary, and provides sound projections of financial program and funding requirements to ensure the availability of funds. Performs budget execution work involving monitoring obligations incurred and resulting expenditures of funds and the administration and review for funds for distribution to program managers. Prepares documentation to issue funds to subordinate units. Reports on funds execution status of the Center and subordinate units. Compares obligations and expenditures and accurately identifies conditions of over or under obligation of funds. Identifies and refers reprogramming actions which require prior approval to higher level officials. Provides financial advice on budget-related matters such as types of funding available, effects of budgetary. changes on related activities, status and used of funds, etc. Works with subordinate units and Air Staff to resolve funding disconnect. Prepares briefings, documentation and briefs to resolve issues on financial related matters. Uses automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments. Uses data from financial systems to conduct financial/cost analysis of execution funds. Provides recommended courses of actions based on analysis.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have, or will have within 120 days of closing of this announcement, 1 year of specialized experience at the next lower grade, GS-12 grade level, or equivalent in other pay systems. Specialized experience includes mastering the concepts, principles, practices, laws, regulations, and policies of budgeting for a substantive program or agency business area and expenditure of Funds; Utilizing knowledge and understanding of budget formulation processes to develop budgetary policy and assist other analysts in the formulation of budget estimates; Applying knowledge and understanding of federal or private budget execution processes and practices; Developing, implementing, and advising on agency-wide policies and controls for the obligation and expenditure of funds NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of structure, programs and work methods of organization(s) for budgeting work. 2. Knowledge of commonly used budget procedures, regulations, precedents, policies, and guides. 3. Comprehensive knowledge of OMB, congressional, and agency financial management and program objectives, budgets precedents and controls, guidelines and regulations. 4. Skill in written and oral communication. 5. Skill in using computerized budget system(s). 6. Ability to select and apply a variety of analytical methods and techniques to budgetary processes PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
