This position is located within the Department of the Interior (DOI), National Park Service, Delaware Water Gap National Recreation Area, that provides public safety dispatch operations. The purpose of this position is to serve as a Public Safety Dispatcher in a Communications center that provides public safety dispatch operations, in a complex environment serving more than one unit, jurisdiction, and/or agency in a geographic area.

Duties

Operates a multi-frequency radio console, coordinating use of assigned radio frequencies. Operate of National Criminal Information Network (NCIC), National Law Enforcement Communications System (NLETS) and State Criminal Information Networks. Able to assess the priority of incoming calls and prioritize multiple occurring emergency calls. Must be able to maintain the radio system, telephone system, and teletype system simultaneously. Operate a complex radio and telephone system. Have knowledge of various types of jurisdictions that affect certain types of responses and availability of resources. Maintain status on resources and incidents. Safeguard information ensuring appropriate dissemination of sensitive information. Have ability to learn an extensive body of law enforcement, emergency medical, search and rescue, structural, and wildland fire dispatch policies and procedures to responds to a wide range of operational situations sufficient to solve unusual problems. Use personal computers and word processing, spreadsheet, and database software programs. Maintain records and logs of significant events. Perform duties such as data entry, quality control, and preparation of statistical and other reports. Assist law enforcement officers with investigations including computer search and prepare documents for arrests and or court. Possess Knowledge of Emergency Services (Law Enforcement, emergency medical, Search and Rescue, and Fire Monitor alarm systems including intrusion, fire, panic, and maintenance related systems. Prepare a written record to capture all significant events occurring during the shift. Assist in the development of dispatch operations plans and/ or guides for organizational source materials. Have Proficiency in spelling, punctuation, and ability to use proper grammar. Receive and evaluate all 9-1-1 telephone calls or other public emergency calls. Retrieve critical Information from reporting parties. determines response priority and responds appropriately. Maintain a smooth, uninterrupted flow of information between personnel in the field, and outside emergency organizations. Ability to assess situations quickly, often under stress and with multiple conflicting priorities, to act decisively and bring incidents to a logical and appropriate conclusion. Direct personnel to appropriate frequencies and prioritize radio traffic and related communications. Speak with irate or irrational callers in a professional and non-confrontational manner. Using standard procedures and terminology, orally communicate critical information concerning emergency situation over radio or phone to responding emergency personnel (law enforcement and other public safety responders) in order to ensure that they have the most up to date and accurate information.

All qualifications must be met by the closing date of this announcement-05/06/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-07 grade level, you must possess at least one or all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: maintaining and updating dispatch system hardware and software applications; maintaining and updating dispatch law enforcement databases; drafting official correspondence relating to the Dispatch or Protection work; generating reports; training peers in dispatch center operations; troubleshooting situations to isolate and report reoccurring technical problems with various computer, radio and telephone systems, computer databases, and technical equipment used in the dispatch center; knowledge of emergency dispatch center standard operating procedures; knowledge of general agreements with other agencies; experience choosing the appropriate manual or guide and making minor adaptations of established procedures; making decisions that require the assessment of conflicting information, consideration of past practices, and alternatives. You must include hours per week worked. -OR- Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
