This National Guard position is for a LOGISTICS MANAGEMENT SPECIALIST (TITLE 32), Position Description Number D1178P01 and is part of the FL CBJTC, National Guard.

Duties

As a LOGISTICS MANAGEMENT SPECIALIST (TITLE 32), GS-0346-9, you will develop, implements and evaluates the logistics and property accountability policies for the organization. Is the primary advisor for the command in the area of logistics and property book operations. Oversee and review unit level feeder reports. Analyze and/or prepare the logistics and equipment readiness areas of the organizational readiness report. Review, analyze, and provide recommendations relative to current and future MTOE/TDA and/or force structure changes to determine the impact on organizational equipment authorizations. Keep abreast and ensure the implementation of new policy statements, regulations and directives issued by higher headquarters concerning logistics and property accountability activities. Provide guidance and assistance to ensure command programs have been implemented and evaluates their effectiveness in subordinate elements. Plan for the establishment and operation of the Administrative and Logistics Operations Center (ALOC). Develop and implement standard operating procedures for logistics. Plan, develop, and maintain actions/procedures for the immediate and subordinate organizations in preparation for the transfer of all or part of accountable property for deployment to include pre-mobilization and post-mobilization.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Security Clearance requirements are determined by position and/or MOS/AFSC compatibility.
  • Participation in direct deposit is mandatory.
  • May be required to successfully complete a probationary period.
  • Males born after 31 December 1959 must be registered for Selective Service.

Qualifications

AREA OF CONSIDERATION:This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1 & 3 Only. Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency WITH dual FL National Guard military membership; Category 3: All current military members of the Florida National Guard. First consideration will be given to Category 1. TEMPORARY PROMOTION- For Title 32 selectees only: This is an obligated position (incumbent is on a military tour). If a permanent employee in the Title 32 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 32 position once incumbent returns from military duty. If the military tour member, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition. INDEFINITE APPOINTMENT-For Current Title 5 selectees only: This is an obligated position (incumbent is on a military tour). If an on-board individual employed in the Title 5 excepted civil service accepts this position, he/she will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition. INDEFINITE APPOINTMENT-State National Guard Members (Not Current T5 or T32 Onboard): This is an obligated position (incumbent is on a military tour), selectee will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment right to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition. PCS: Permanent Change of Station (PCS) MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLARNG BUS Code NG5022: This position is "included" in the bargaining unit and eligible for labor organization representation. MILITARY GRADES: Enlisted/Warrant Officer; E5 thru CW3. GENERAL EXPERIENCE: Must have experience, education, or training involving judgment and/or analytical ability in the logistics field; experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS-09 Must have at least 1-year specialized experience, education or training equivalent to at least the next lower grade level; experience which involved detailed knowledge of organizations and their functions in logistical support (i.e., supply, maintenance, quality assurance, facilities); experience planning and organizing work assignments.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a master's or equivalent graduate degree

or

2 full years of progressively higher-level graduate education leading to such a degree

or

LL.B. or J.D., if related
