This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Hawaii has many outdoor activities all year round including surfing, fishing, and hiking.

Duties

Interpret laws, regulations, and policies regarding environmental compliance. Survey facilities, operations, and activities to determine compliance status and identifies pollution prevention opportunities. Document all compliances and non-compliances, pollution, process diagrams etc Monitor and sample air, water, wastewater and wastes for contamination. Monitor activities such as military training at range locations or other activities to ensure no detrimental impacts are occurring or to ensure mitigations are in place.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires passing a pre-employment physical and annually thereafter.
  • This position requires the incumbent to wear personnel protective equipment (PPE).
  • This position requires the incumbent to possess or obtain and maintain a driver's license in one of the 50 US states or possessions and any installation and/or DoD requirement.
  • Incumbent is subject to be called back to work during non-duty hours to respond to emergencies.
  • Evening and weekend spill response duty is required by each member of the team on a rotational basis; return to the installation from home on an on-call basis is required on an infrequent basis.
  • TDY up to 15% of the time may be required

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Environmental Engineering, Environmental Studies. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
