This position is assigned to the Business Administration Service and is the clinic profiler for the VAMC and satellite clinics. This position provides a high level of complex and highly skilled support related to provider profile management. Coordinates clinical/provider profiles and scheduling grids, including but not limited to clinic set up and clinic maintenance.

Duties

Major duties include but are not limited to: Establishing and managing communication plans that identify target audience, appropriate messages, activities, and resources needed for effective communication, and communication plans for change management, incorporating multiple channels to manage expectations and disseminate project progress. Oversees clinic supervision to staff delegated to services performing clinic profile coordination and management functions. Coordinates all administrative needs of clinic profile building and maintenance, establishing the program goals, evaluating implementation, and data capture components for the Facility. Assesses the best structure of clinics, based on national mandates and direction, facility needs, provider needs, patient needs, and data desired to be captured. Coordinates with informatics for development and management of data systems, assisting and creating the basis for data driven decision-making of clinic profile operations management. Identifies problems and applies analytical techniques, correcting negative trends and provides resolutions to system issues/malfunctions, to include encounter and transmission errors, clinic grids and other issues related to clinic profile management. Develops and implements an in-depth training program for the Facility to ensure staff are properly educated and accountable for clinical profiles, scheduling, and data management. Coordinates quality assurance efforts through assessments of workflow and procedures to develop means of improving service delivery to customers. Retrieves & analyzes data for validation of clinic set up information to include billable status, count vs. non-count, DSS (MCA) identifiers and activation of encounter forms, standard naming conventions, accurate grids and all other parameters of the clinic profile. Monitors profiles to determine appropriate and adequate access is available for patient scheduling needs and to meet demand. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Full Time, Monday - Friday, 7:30 am - 4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/29/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in positions that required working knowledge of the computer system for entry and retrieval of data; Ability to locate and interpret appropriate applicable regulations; Knowledge of medical records, medical billing programs, and medical terminology; Gathering, developing, and interpreting data from various information systems; Reviews reports, records, and provides statistical analysis for accuracy. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's or equivalent graduate level degree; or Two (2) full years of progressively higher level graduate education leading to such a degree; or LL.B or J.D, in a related field that meets the requirements for GS-09. OR, ( NOTE: Transcripts with degree confer date must be submitted with the application. Education cannot be credited without documentation). Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education. Combinations of successfully completed post-high school education and experience may be used to meet total qualifications requirements for grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) GS-11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to locate and interpret appropriate and applicable regulations dealing with care, policies, procedures, and precedents regarding scheduling, clinic profiles, ambulatory data capture, workload and billing; Knowledge of insurance intake processes and specialized medical billing programs; Reviewing data, presenting alternatives, making recommendations, and assisting with developing problem resolutions; Skill to evaluate and analyze processes and procedures with multiple variables; Developing and implementing a training program to ensure staff are properly educated and accountable for clinical profiles, scheduling, and data management. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LLM. if related. OR, (Transcript with a degree confer date MUST BE submitted, if using any part of education to qualify for this position) Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education. Combinations of successfully completed post-high school education and experience may be used to meet total qualifications requirements for grade GS-11, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
