This position will serve as the Supervisory Business Manager in the U.S. Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS), California State Office. The incumbent has responsibility for managing a unit within the state that is responsible for integrating conservation strategy/planning and financial, personnel, and business administrative services necessary to deliver on the mission of state, field and area offices.

Duties

Supervises and directs various business operations and support functions such as: agency budget, personnel, acquisitions, grants and agreements, leasing and fleet management, FOIA, Ethics Officer and safety leadership. Oversees and coordinates efforts to integrate and link conservation strategy with the planning, allocation, utilization, and evaluation of financial and other resources necessary to accomplish the mission responsibilities of the state and the NRCS. Exercises responsibility for reviewing and assessing performance and accountability of conservation programs and operations. Coordinates the planning, requesting, approval, allocation, and utilization of financial resources for the state, supervising the efforts of the Financial Resources Specialist. Coordinates and collaborates with managers and staff to ensure integration of conservation strategy, resource management, and business services with other programs and activities within the state. as necessary,

Requirements

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, and specialized experience as defined below. Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level; one year at the GS-13 grade level for consideration at the GS-14 grade level. Specialized Experience Requirement: For the GS-13 Level: You must possess at least one year of specialized experience equivalent to the GS-12 level or higher in Federal service, or comparable experience not gained through Federal service. Examples of specialized experience include: Integrating conservation strategy with the planning, allocation, utilization, and evaluation of financial and other resources; Assessing the performance and accountability of conservation programs and operations; Coordinating roll-outs of conservation, business or administrative initiatives with the senior leadership team and staff; and directing locally-based administrative support services. For the GS-14 Level: You must possess one year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through federal service. Examples of specialized experience include: Providing supervision, direction, oversight, and management to natural resource conservation strategy/planning and financial staff within an organization.
