About the Position: Serves as a Procurement Analyst performing a wide range of contractual and procurement management functions within the Center of Military History (CMH) under the general supervision of the CMH Financial Resource Manager.

Duties

Plans, organizes, and manages a procurement program to accomplish the placement of difficult, complex, and unique types of contracts. Develops contract provisions based on ambiguous requirements for acquisition of variety of highly sophisticated and complex support services. Acts as in-house expert on a range of procurement actions from initial requirements to acceptance of product. Reviews, coordinates, amends, and recommends approval/disapproval of acquisition documentation and reports submitted for TRADOC or Department of the Army (DA) higher approval. Negotiates complex and extensive contracts involving cost or pricing data, special or unusual contractual terms, and source selection procedures. Develops and executes the strategy for gathering and analyzing data to drive meaning results for the organization functional area missions. Reviews justifications for expenditures of contractual items. Prepares reports for management explaining how and why problems exist or were unforeseen, including well-founded recommendations toward resolution. Prepares cost analysis comparisons and justifications for procurement method recommended developing complete packages for higher approval. This position requires in-depth knowledge of how the Army runs and organizational data analytics methodologies in government and business.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is a Defense Acquisition Workforce (AWF) position.
  • Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
  • Practitioner Career Level Certification must be met within 5 years.
  • Advanced Career Level Certification must be met within 4 years.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Basic Requirement for Procurement Analyst: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) Provides acquisition and/or contracting advice or assistance to ensure compliance with policies and regulations; 2) Prepares/provides procurement analysis/reviews of contracting documents in the capacity of a contracting officer 3) Analyzing/interpreting acquisition laws, regulations, policies, procedural requirements, and resolving issues/problems with contract operations are needed to perform in this position.
