This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Police Officers to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located in the Garrison, Directorate of Emergency Services, Police/Provost Marshal Division, Aberdeen Proving Ground, MD.

Duties

Serve as a Lead Police Officer assigned under the authority of the Senior Commander at IMCOM supported installations. Perform police officer duties enforce laws and render assistance. Respond to and investigate emergency calls, complaints and other calls for service. Responsible for three or more Department of Army Civilian Police Officers, Military Policeman (MP) and on some installation, DA Security Guards (DASG), while on shift as outlined in the Patrol Distribution Plan (PDP). Instruct employees in specific job tasks, techniques and training. Serve as work leader of personnel engaged in law enforcement duties for the installation. Distribute shift work assignments to be performed by employees. Conduct traffic law enforcement patrol using specialized equipment such as radar, Lidar and breathalyzer. Operate motor vehicle which may involve high speed pursuit of suspects. Conducts investigative stops, questions, detains, and issues traffic citations as required.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Subject to a pre-employment screening, and random testing thereafter.
  • This position has been designated "Mission Essential".
  • This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment
  • This position has a requirement to lift up to 45 lbs. in the regular performance of duties.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.

  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position will require the incumbent to pass the primary physical fitness/agility test (PAT) within 30 days of employment and an annual one thereafter.
  • This position requires certification in the Individual Reliability Program (IRP) in accordance with Army Regulation 190-56.
  • This position requires certification in cardiopulmonary resuscitation (CPR) and First Aid training.
  • This position requires the incumbent to be proficient in the use of assigned firearms.
  • This position requires the incumbent to successfully complete the USAMPS Civilian Police Academy program of instruction within one year.
  • This position is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
  • Federal law requires removal of a federal law enforcement officers convicted of felonies after the law took effect on January 20, 2001.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience: One year of specialized experience which includes: 1) experience responding to and investigating emergency calls, complaints and other calls for service; exercising search and arrest authority; 2) experience conducting traffic patrol using specialized equipment such as radar, Lidar and breathalyzer; and 3) experience completing reports to document incidents or criminal investigations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-07). Physical Demands: The work requires extended periods of physical exertion derived from such activities as running, walking, and occasionally lifting, pushing and/or carrying items weighing 50 pounds or more. It requires stamina, physical agility and dexterity and the strength to pursue, apprehend or detain. The incumbent may be required to push or drag heavy weights of 150 pounds or more and defend oneself or others against physical attack.
