You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the Plans and Programs Division (SP10), Resources Branch (SP13), Budget Section (SP132), Strategic Development Programs (SP1323) of STRATEGIC SYSTEMS PROGRAMS.

Duties

You will supervise a team of budget analysts within the Strategic Development Programs Unit. This unit provides comprehensive budget support with a specific emphasis on RDTE for new acquisition programs and subprograms within the SSP portfolio. You will mentor and train staff in budgetary tools and analytic techniques needed to review, formulate and justify budget documentation. You will prioritize and oversee matters pertaining to resource management (budget formulation, budget justification, and budget execution) for program funding under the unit’s cognizance and support external data products. You will manage the formulation, presentation, and defense of programmatic budgets for inclusion in Program Objective Memorandum (POM), DON budget, OSD budget, and President’s Budget (PB) justification. You will support the command internal budget formulation review on an annual basis and execution reviews as needed for programs under the unit’s cognizance. You will utilize expert communication skill in both oral and written briefs to executive leadership, team members, and external stakeholders You will support the execution and application of various appropriations and demonstrate a strong understanding of fiscal law and regulations with a focus on RDTE funding.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-3 (GS-13 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: advising on the Planning, Programming, Budgeting and Execution (PPBE) process and formulating and executing budgets and acquisition processes to include Research, Development, Testing, & Evaluation (RDT&E) appropriations in accordance with fiscal law and regulations.
