The primary purpose of this position is to provide mechanical engineering technical support which includes design/developmental of production shop tooling and equipment and proposed real estate (facility)modifications. Further serves as monitor of the Facility Master Plan for the group and develops grid layouts and site plans.

Duties

1.Independently carries out engineering projects to improve aircraft component repair/manufacturing operations and personnel quality of life/productivity. 2. Prepares, justifies and submits work requests to Plan Management and Civil Engineering. 3. Provides instructions to functional area users on computer system file accessing techniques, search strategies, processing and space utilization efficiencies, database security procedures, backup and program recovery techniques, and file movement between the personal PC and organizational file servers. 4. Practices Air Force Quality philosophy to ensure continuous process improvement and enhanced mission performance. 5. Complies with safety rules and procedures and performs work in a manner that enhances the safety of the work environment. 6. Works to achieve and support quality improvement in all products and services.

  • The work may require the employee to drive a motor vehicle. Must possess an appropriate and valid driver’s license.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Examples of qualifying specialized experience include technical work in drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of specialized experience includes Gather, evaluates, analyze and assemble technical data and make recommendations; technical support design/development of production shop tooling and equipment, and proposed real estate (facility) modifications for the group. The mechanixal engineering technician determinations affect the design and operation of equipment and facilities with regard to economy, efficeinecy, and safety of the stytems involved. . Certification by the Institute will be helpful as a measure of the technician's quality of experience. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of standard accepted mechanical and industrial engineering practices to include reading of engineering and architectural plans/specifications. 2. Knowledge of mathematics and statistical analysis techniques. 3. Knowledge of the operations, services, needs, and goals of management and their program(s) and the organizations studies or served, and related customers, functions, resources, and users and the ability to research, analyze, interpret, and apply rules, regulations and procedures. 4. Knowlege of mechanics and construction maintenance and repair facility work processes and methods. 5. Knowledge of safety and occupational health requirements as outlined in applicable standards, regulations and/or technical orders. 6. Skilled at utilizing computer aided design systems for developing plant layout grid/drawings and knowledge of current automation technology design, and operating characteristics as well as the ability to evaluate the effectiveness of its use and provide assistance to others. 7. Ability to communicate well, both orally, and in writing, and establish and maintain good working relationships. 8. Ability to independently plan, coordinate, and organize work to identify problems and develop innovative solutions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
