You will serve as a OPERATIONS PROGRAM MANAGER of HEADQUARTERS US INDO-PACIFIC COMMAND.

Duties

You will manage supporting activities such as manage supporting activities such as recruitment, hiring actions, contract support performance work statements (PWS), website development, and daily administrative functions. You will serve as a certified Contracting Officer Technical Representative for J3 requirements, and ensure appropriate individuals are appointed in this capacity for other restricted and fenced program requirements. You will develop reporting standards for monitoring contractual labor force expenditures and ensures adequate funds are reserved to fund core contractor support requirements. You will review and coordinates senior level management approval for in-scope changes or any new contractual labor force support requirements.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.

Qualifications

I have one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector. 1) Planning, programming, budgeting, executing, and analyzing functions for program requirements; 2) Coordinating and prioritizing financial resources to ensure efficient use of resources; 3) Recording commitments, incurring obligations, and reconciling expenditures, executing prioritized and funded programs, projects, and activities, including travel IAW legal, regulatory, and DON policy and requirements; 3) Advising senior leaders and staff as a subject matter expert for security including, security classification, Special Security Representative (SSR) duties, Sensitive Compartmented Information Facility (SCIF) management; using the Defense Information System for Security (DISS) to process Visitor Access Requests (VAR); and executing review and approval as alternate directorate Foreign Disclosure Officer (FDO); 4) Preparing reports, briefs, and information to advise flag/general officers and senior leaders.
