You will serve as a Lead Human Resources Specialist in the Staffing and Classification Branch, Code 1013 of NAVSURFWARCENDLD.

Duties

You will serve as a senior technical expert in staffing and classification supporting a variety of administrative and technical advisory services to management. You will research complex situations and provide advice on the most complicated staffing, classification and compensation issues, assisting senior leadership, hiring managers, and co-workers. You will be an authoritative HR advisor to senior leadership on matters related to personnel staffing and recruitment within the context of the Warfare Centers Personnel Demonstration Project and traditional personnel systems. You will serve a critical role as mentor and trainer for junior employees within 1013 and assists the Branch Manager in assessing and managing workload tasking. You will develop training presentations and technical briefings in support of the local staffing and classification program. You will represent NSWC Dahlgren HRO on internal and external project teams, both within the local command as well as within the larger Navy and DoD communities. You will assess operational needs and develop and implement changes to policies and procedures as required to ensure optimal performance and enhance customer satisfaction.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

FOR NT-05 (GS-13/14 equivalent): Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience advising management on the full spectrum of Human Resources (HR) staffing services in accordance with Title 5 CFR regulations. Examples of Qualifying Experience may include providing appropriate Position Management advisory services in accordance with OPM Classification guidelines; advising hiring managers on recruitment strategies; advertising positions, processing assignments or reassignment actions and reviewing those actions post-processing to include accuracy of pay setting; providing training to management and HR personnel on a variety of staffing and classification topics.
