The primary purpose of this position is to serve as a first level supervisor and Branch Chief over several civilian Human Resources Specialists providing the full range of Air Education and Training Command (AETC) civilian personnel and civilian resources strategic and operational advisory services to HQ staff leaders, wing leaders, and Force Support Squadrons.

Duties

Plans, organizes, and directs the activities of the Civilian Personnel Programs Branch ensuring civilian personnel programs, staff members and servicing personnel offices comply with legal and regulatory requirements in the advisory services provided and operations meet the customer service needs of the varied command customers Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management Represents the Civilian Personnel Branch with a variety of command, installation and functional area organizations Serves as a command level action officer on a wide range of HR functions. Provides program operations, technical guidance, and management advisory services across Air Education and Training Command (AETC) Completes additional projects and initiatives wither self-determined or presented to the staff by leadership and represents the A1/the command at a variety of efforts/events

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include the ability to establish metrics and analyses stems to ensure actions are timely and reviewed at critical points. Assess and revise policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work. Address subordinate concerns, whether perceived or real, and follows up with appropriate action to correct or eliminate tension in the workplace. Support the agency's EEO program through allocation of personnel to participate in community outreach and recruitment programs, ensures full cooperation of employees with EEO office officials. Suggest ways of streamlining work processes and increasing efficiency by submitting thorough and comprehensive proposals for new policies/procedures or changes to existing policies/procedures. The ability to trouble-shoot complex and sensitive problems and issues requiring a mastery of human resources principles, concepts, practices, laws, and regulations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of a wide range of Federal Human Resources laws, executive orders, code of federal regulations, OPM regulations, regulations, directives, instructions, policies, processes and concepts governing HR functions such as a merit promotion, recruitment and placement, affirmative employment, employee and labor management relations, employee performance and conduct, and other personnel programs Knowledge of safety and security regulations, practices, and procedures Ability to plan, organize, and direct the functions and staff of a small to medium sized organizations Ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships Knowledge of advanced Federal Human Capital Management principles, concepts, practices analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various HR disciplines as well as seasoned consultative skills sufficient to resolve complex HR problems not susceptible to treatment by standard methods Ability to gather facts and use effective, analytical, and evaluative methods to accurately assess information and make sound decisions. Ability to make and maintain effective relationships with management officials, employees, co-workers and others, to ensure original and cooperative resolution of problems requiring tact; discretion; sensitivity, and calmness in stress-producing situations PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
