Duties

DUTIES AS DESCRIBED ARE AT THE FULL-PERFORMANCE, GS-12, LEVEL. DUTIES ASSIGNED TO ENTRY GRADE OF GS-11 WILL BE DEVELOPMENTAL IN NATURE. Applies innovative methods and evolving adult learning theory and practices in the design and development of individual training courses and larger-scale training programs to meet organizational needs. Provides advisory and consulting services to management concerning a broad range of training and development topics focusing on technical and professional development. Applies industry standard training assessment tools to a broad range of technical and professional development training programs and curriculum. Develops and implements agency specific assessment tools to address specific employee development needs. Collects and analyzes data obtained through post-training assessments to identify performance gaps and develop remediation strategies; develops solutions to improve program delivery methods or content to maximize program effectiveness. Provides regular summaries, briefings and reports regarding the evaluation, improvement, and successful delivery of the Agency employee development mission.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required. For the GS-11 level, one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as participating in the development, delivery, assessment or administration of formal employee training and development initiatives and curricula in a business setting; applying adult learning principles in partnering with customers to identify training and workforce development needs; and coordinating resources to ensure successful delivery of training and development program services. For the GS-12 level, one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as applying human resources development adult learning theories, principles, and methods to assess the effectiveness of formal employee training and development initiatives and curricula; implementing formal adult learning assessment tools (such as the Kirkpatrick Model of Training Evaluation or the Phillips' Evaluation Model) to advise and report on the successful delivery of training and development program services. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. For the GS-11, applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service. For the GS-12, applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.

To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).

There is no substitution of education for experience at the GS-12 level.
