Duties

Serve as a construction representative, responsible for maintaining surveillance over all types of construction projects except Military Construction, Army (MCA) Projects. Projects include construction, rehabilitation or renovation of ammunition storage facilities, irrigation systems, administrative buildings, fiber optics, roads, heating ventilation and air conditioning (HVAC) systems, etc. Exercise surveillance to assure that contractor is conducting quality control operations to produce work in conformance with plans and specifications. Act as Contract Officer's Representative (COR) for assigned projects and maintains the COR files in accordance with applicable regulations. Review plans and specifications during planning and design stages. Inspect materials being used to ensure compliance with plans and specifications as to grade, composition, dimensions, consistency, value or other characteristics.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • This position requires the possession of or have the ability to possess certification as a Contracting Officer Representative (COR).
  • This position has a requirement to lift up to 15 lbs. in the regular performance of duties.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
