The primary purpose of this position is to serve as a test project manager, performing technical management of rocket sled tests. Design, develop and execute high speed rocket sled ground tests specifically designed to simulate selected portions of the flight environment in support of the development of weapon systems and other flight hardware.

Serves as a consultant and expert in engineering work involved in the application of advanced theories, concepts, and principles related to development or sustainment of systems. Plans, organizes, and oversees the activities of others. Represents the organization with a variety of installation and functional area organizations. Negotiate and decompose technical customer test requirements into an effective work breakdown structure (WBS). Optimally schedule project activities and create cost and schedule baselines. Manage multiple projects simultaneously; keep projects on schedule and within budget. Assess project status against technical, cost & schedule baselines using Earned Value Management and other technical and financial analysis techniques. Communicate project status to stakeholders via briefings and written reports. Understand and communicate technical information to stakeholders across various disciplines, both verbally and in writing. Create and archive accurate and timely test documentation including contract documents, test plans, safety plans, security plans, launch orders, mission reports, etc. Work with and motivate team members across diverse technical and trade functional areas. Respond effectively to rapidly changing situations.

  • A professional engineering degree at the bachelor's level from an ABET accredited institution in Mechanical Engineering or a closely related field is required.

  • DAWIA Test and Evaluation Practitioner Certification required within 4 years of entrance on duty.
  • A professional engineering degree at the bachelor’s level from an ABET accredited institution in Mechanical Engineering or a closely related field is required.
  • Subject to travel approximately 30 days or less per year.
  • May be required to file an OGE-450 Financial Disclosure Statement.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • May be required to acquire and maintain certification(s), such as Acquisition Professional Development Program (APDP).
  • This is an interdisciplinary position to be filled and classified to the series represented by meeting the qualifications of one of the listed series: GS-0855 (Elec Eng), GS-0801 (Gen Eng) and GS-1550 (Operations Research Analyst).

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, click here. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in the Federal Service. Specialized experience is to serve as a test project manager, performing technical management of rocket sled tests. Works with DoD and other customers to design, develop and execute high speed rocket sled ground tests specifically designed to simulate selected portions of the flight environment in support of the development of weapon systems and other flight hardware. Including mechanical and instrumentation engineering design; sled, instrumentation & concrete target fabrication; test setup & teardown; data collection, analysis & reporting; as well as continual rail maintenance. Manage and coordinate the cost, schedule and technical performance of sled test projects across the project lifecycle from customer inquiry through planning, test execution, and project closeout. Knowledge, Skill and Abilities: Professional knowledge of a wide range of engineering and/or operations research analysis concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced theories and scientific methods to project development, execution, and advisory services. Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence systems acquisition, development, and/or sustainment; and knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on expenditure of funds. Knowledge of developmental test and evaluation to sufficiently apply experimental theories and new applications to issues and to provide technical advice and direction in support of weapon systems, subsystems, and/or support equipment. Knowledge of the principles of planning and program management; standard acquisition regulations, practices, and procedures; and, other engineering disciplines, scientific concepts, and/or mathematical/statistical analysis. Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations as well as communicating effectively, both orally and in writing. Ability to plan, organize, and direct the functions of a team, and confer with co-workers effectively. Knowledge of a wide range of advanced multidisciplinary scientific & engineering concepts, principles, practices, standards, methods, and techniques to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods, and to plan and execute specialized programs of marked difficulty, responsibility, and significance. Ability to communicate clearly, concisely, and with technical accuracy, as well as work in a professional manner with peers, management, customers, contractors, academia, and other agencies across a broad range of functional areas. Position specific skills and experience desired in a potential candidate: At least 1 year of project management experience At least 1 year of experience in test and evaluation Experience with project management software or other computer programming that would translate to project management

Education

Basic Requirements for 1515:
Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus here.

Basic Requirements for 801/855:
Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. 2. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
