Duties

You will perform Quality Assurance reviews of drawings, specifications, calculations, cost estimates, and studies prepared by private architectural and engineering (A/E) design firms. You will perform technical administration of designs, design management, and coordination efforts with other engineers and architects involved in multi-discipline projects. You will plan and lead conferences and on-site design charrettes/Functional Analysis Concept Development (FACD) to determine functional requirements and develop concept designs for assigned projects. You will develop complex designs and analyses utilizing advanced civil engineering software. You will make site investigation field trips to project sites, as required, to collect all pertinent data and refine or develop project scope by inspection of existing conditions and through meetings with sponsoring activity. You will perform design analyses and calculations for civil projects and prepare the final detailed working drawings, comparative cost analysis, Request for Proposals (RFPs), and specifications for a wide variety of facilities.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

GS-12: In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Producing and developing civil engineering design packages, including budgeting, design drawings, plans, specifications and design-build requests for proposals in areas as Potable Water, Storm water and Sanitary Sewer system Design, Grading and Roadway Design, Geotechnical Analysis, and Surveying; 2) Reviewing civil engineering design submissions to provide subject matter expert acceptance recommendations to officials; 3) Providing a wide range of shore based engineering projects in relation to site developments, roads, airfields, water supply, sewer systems, drainage, dredging, waste facilities, shore protection, and other large/industrial civil engineering projects; 4) Providing civil engineering design consultation services utilizing software/systems (i.e. AutoCAD, Western Washington Hydrology Model, Civil 3D, hydrologic modeling software); and 5) Providing guidance with Construction Code Requirements such as International Building Code, International Plumbing Code, and Civil Engineering related code requirements. Specialized experience must demonstrate the following: 1) Producing and developing civil engineering design packages, including design drawings, plans, specifications and design-build requests for proposal; 2) Preparing statements of work, fee estimates, and developing pre-negotiation position for projects designed by A-E contracts; 3) Providing civil engineering design consultation services to officials during construction; 4) Tracking the progress of engineering projects to ensure they are kept within schedule and budget; and 5) Assisting with the review of facilities construction submittals for conformance to the requirements of civil engineering contract drawings/specifications by following the requirements of local/state/government regulatory codes. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position;
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
