This is position is located within an Environmental Management Division, Facilities Engineering Department, USCG Base, Warrenton, OR.

Duties

The incumbent serves as an environmental point of contact (POC) for development and implementation of an appropriate environmental management system (EMS)/environmental compliance management plan (CMP) of sufficient scope and content to ensure the unit (installation) is continually in compliance with all environmental requirements at the federal, state, regional/local and department/organizational levels. This incumbent is responsible for assisting with the day-to-day unit environmental compliance requirements, including the development, execution, and sustainment and continual improvement of the unit environmental management program. This position serves as an environmental point of contact, supporting all aspects of the unit’s environmental management system (EMS)/compliance management plan (CMP).

Qualifications

To qualify for the GS-09 Grade Level: Applicants must have one year of specialized experience equivalent to at least the GS-07 in the Federal service.  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of qualifying specialized experience include:  Knowledge of laws, regulations, policies, and procedures related to environmental management systems, compliance management plans. Preparing technical papers, reports, support briefings and presentations.  Ability to communicate orally and in writing. Monitoring and evaluating environmental management systems/compliance management plans. Knowledge of requirements, methods, techniques, and procedures evaluating environmental consequences of actions, operations, training, in compliance with Department of Homeland Security and Coast Guard directives, regulations, and policies. Experience using enterprise standard software applications such as Computerized Maintenance Management System (CMMS), CG Shore Asset Management System (SAM), or Technical Information Management System (TIMS) or (A) Master's or equivalent graduate degree or (B) 2 full years of progressively higher-level graduate education leading to such a degree or (C) LL.B. or J.D., if related or  (D) A combination of specialized experience equivalent to the GS-07 level in or related to the work of this position AND some graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience.  National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
