This Quality Assurance Specialist position is located within the Compliance and Quality Department, and Quality Assurance Division of Fleet Readiness Center Southwest (FRCSW).

Duties

You will utilize quality assurance methods, principles, and practices to develop quality assurance plans and processes for an established aviation program. You will ensure compliance with all contract requirements covering aircraft maintenance and/or modification being performed in agency or contractor facilities. You will serve as the principle point of contact for quality related issues for assigned programs. You will conduct inspections for contractor’s quality program and maintenance services during all phases of the acquisition cycle. You will participate in surveillance of contractor operations, based on quality data, and to determine the extent of corrective action to be requested of the contractor. You will identify and administer quality assurance testing and evaluation requirements. You will document corrective actions needed for continuous improvement in cost, schedule, and quality for aviation program. You will function as a leader on Process Improvement Teams and other committees to ensure program goals and objectives are met. You will maintain records/reports of deficiencies and prepare technical reports in support of aviation program. You will accomplish other duties as assigned.

  • Must follow all applicable OSHA rules, regulations, and procedure to accomplish work tasks for this position.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the GS-09 grade level in the Federal service performing duties such as: (1) Applying quality assurance methods, principles and practices to develop quality assurance plans and processes for an established aviation program; (2) Ensuring compliance with all contract requirements covering aircraft maintenance and/or modification being performed in agency or contractor facilities; (3) Conducting inspections for contractor's quality program and maintenance services during all phases of the acquisition cycle; (4) Participating in surveillance of contractor operations, based on quality data, and to determine the extent of corrective action to be requested of the contractor, (5) Identifying and administering quality assurance testing and evaluation requirements; and (6) Determining corrective action needed for continuous improvement in cost, schedule, and quality standards for assigned aviation program. Or You have successfully completed a Ph.D. or equivalent doctoral degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position. Or You have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position. Or You have successfully completed an LL.M. degree that is related to the position being filled. Or You have a combination of experience and graduate education as described above that equates to one year of experience. Your percentage of the required education plus your percentage of the required experience equal one hundred percent. (e.g., To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)
