The primary purpose of this position, MAINTENANCE MECHANIC LEADER WL-4749-10, is to lead three or more workers in the full performance level work by setting the pace in constructing, installing, repairing, maintaining, and modifying sheet metal type materials, wood and wood substitute struclures and items requiring close tolerance fist and structural soundness.

Duties

Performs typical working leader duties leading journeyman, workers, and helpers which include: passes on instructions received from supervisors and gets work started by assigning the immediate tasks to be performed by individual members of the group led; works alongside those being led and sets the work pace of the group; demonstrates proper work methods for accomplishing the tasks by complying with technical orders; and assures that safety and housekeeping rules are followed to preclude injury to self, others and/or damage to government property. Plans and lays out work from blueprints, sketches, drawings, specifications, and work orders in the construction and maintenance of installation facilities. Independently applies skilled methods, techniques, and advanced shop mathematics to construct, install, repair, and modify a wide variety of structures. Prepares various surfaces of interior and exterior components of building and other structures by mechanically and chemically removing old paint and rust, filling cracks, sanding, and applying fillers and base coats. Assists in repairing and installing roofs consisting of asphalt, tile, slate, roll roofing, fells, and shingles.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4700 General Maintenance and Operations Work Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is Ability To Lead Or Supervise JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Equipment Assembly, Installation, Repair, etc. Technical Practices (theoretical, precise, artistic) Use of Measuring Instruments Ability To Interpret Instructions, Specification, etc. (includes blueprinting reading) Ability To Use and Maintain Tools and Equipment Knowledge of Materials PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL REQUIREMENTS: The work requires considerable bending, kneeling, standing, and stooping. On-site work typically requires crawling, climbing on ladders, scaffolds, and rooftops. Work encompasses strenuous physical exertion when bending and shaping the more complex items in handling larger/bulkier material and when handling heavy and bulky materials such as sheets of plywood and other construction material. Requires physical effort which includes climbing up and down ladders and scaffolds; working in cramped and awkward positions while installing items; and reaching, lifting, and bending while using hand and powered tools in uncomfortable positions for extended periods. May lift and move materials up to 24 pounds unassisted and occasionally lift of move heavier items with the assistance of lifting devices or other workers. Roofers are frequently required to perform heaving lifting up to 100 pounds with assistance while carrying rolls or roofing, felt, shingles and asphalt. WORK ENVIRONMENT: Works inside shops and outside at job sites. In shops, is exposed to moderate or high noise levels from operating machinery, sawdust in the air, glue fumes, and hazards associated with woodworking and related power equipment. At job sites, may be exposed to weather conditions and hazards of working on and around scaffolds and ladders and are subject to cuts, bruises, burns, and contusions. May work in confined areas, such as crawl spaces and attics that may be dusty and dirty. Uses protective devices such as ear plugs, safety glasses, respirators, and gloves.
