As a PROGRAM MANAGER for the DEPARTMENT OF THE NAVY (DON), OFFICE OF FORCE RESILIENCY (OFR), you will support and act on the Director's behalf in matters within the mission of DON. You will provide analysis and advice to the Director, oversee office operations, and plan and execute the office's policies and goals concerning sexual assault, sexual harassment, suicide and related destructive behaviors.

Duties

You will support and act on the Director's behalf on matters within the mission of DON. You will provide analysis and advice to the Director and execute the set goals and objectives established for DON. You will serve as a first and second-level supervisor to DON OFR personnel. You will support the Director in all functions, to include preparing high level reports, briefs, and analyses regarding program status. You will oversee the formulation an execution of the annual budget, as well as implement practices that enhance efficiency and effectiveness in support of the Department of Navy's priorities. You will consolidate data, insights, provide expert assessment and oversee the timely submissions of reports. You will develop and review concise, persuasive, and professional executive-level briefs, information papers, memoranda and reports.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You may be required to serve a one-year supervisory probationary period, if not previously completed.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience serving as a technical authority on sexual assault, sexual harassment and suicide prevention and response activities; analyzing program data/information to improve polices and victim support; AND assessing initiatives to prevent sexual assault, sexual harassment and suicide.
