The International Food Assistance Division administers and manages the development, implementation, evaluation, and funding allocations for the McGovern-Dole Food for Education and Food for Progress programs. This position provides general expertise in, and performs specialized duties for, grants and contracts management, funding planning, managing inter-agency agreements (IAA), finalizing agreement closeouts, and leading monitoring/compliance reviews. This position is in the Bargaining Unit.

Duties

The duties may include but are not limited to: participates in the planning, implementation, and coordination of long-range program objectives, systems, and policies. Through written, personal, electronic and/or telephone contact with program stakeholders, reviews and interprets program procedures and requirements to ensure compliance with program statutory requirements. Prepares statements for presenting, explaining, and documenting program information including statistical and written summaries of findings and conclusions for project close out purposes. Identifies problems and potential problem areas and advises regarding changes considered desirable or necessary. Formulates and recommends policies and programs within the general framework of standard operating procedures established by the Division for one or more programs. Performs various financial and contractual management activities including developing and disseminating specialized reports, finalizing IAAs, and tracking budget obligations in the Web Based Supply Chain Management (WBSCM) system

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. BASIC REQUIREMENT: FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 grade level; or its non-federal equivalent that included experience: interpret and apply federal laws, regulations, policies and procedures of agency programs and rulemaking operations to guide and assure implementing entities are complying with agency requirements; experience in analyzing, investigating, and resolving complex, unique, and sensitive international problems and issues, to recommend guidance and policy; proficient with computer, software tools, and financial management systems such as Financial Management Modernization Initiative (FMMI), Web-Based Supply Chain Management (WBSCM)(Web-based ordering and procurement system) or QuickBooks. NOTE: Grants Management Certification and/or training in Grants Management is highly desired. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
