You will serve as an Accountant in the NIA/Budget Submitting Office-15 of NAVAL INTELLIGENCE ACTIVITY. Responsible for budget execution, accounting, financial management, audit remediation and audit sustainment. All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.

Duties

You will ensure compliance with finance and accounting policies, procedures, internal controls and financial audit remediation and sustainment for BSO-15. You will perform Financial Management and Program Evaluator responsibilities by using policies to perform duties related to Navy financial operations. You will work with other financial personnel to conduct financial surveys, reviews, assessments, and evaluations. You will ensure financial management and accounting systems produce accurate results and meet legal and regulatory requirements. You will attend meetings and make recommendations for the organizations. You will prepare and present briefings and project milestones to senior leadership. You will ensure compliance with the Department of the Navy’s Financial Improvement Plan (DON FIP) and the assist with Secretary of Defense’s Financial Improvement and Audit Remediation (OSD FIAR) efforts as related to Department of Navy You will Interprets policies and collaborates with the financial management enterprise to facilitate best practices and compliance assurance. You will create test plans/scripts that ensures the proper documentation, accounting, and auditability of funds, and traceability in accordance with Department of Defense (DoD) regulations and/or applicable laws.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-Year DCIPS trial period requirement.
  • This is a Financial Management Level 2 Certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved within prescribed timelines.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: (1) Applying federal accounting standards, fiscal law, policies, regulations, principles, internal controls and procedures while performing accounting functions for an organization; (2) financial management experience, for example: unliquidated obligations, contract closeouts, and/or Dormant Accounts Review-Quarterly (DAR-Q/BEV) or the related business process reviews (testing and evaluating financial processes); (3) Providing accounting advice to management officials and other organizational employees. Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual. Applicants must possess the following below:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term" accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as" accountant and/or auditor.")
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.

The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24 semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant as demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
