The primary purpose of this position is to serve as the 62nd Maintenance Operations Squadron Program Manager. This position provides a variety of Information Technology (IT) activities and database management support to include designing, developing, integrating and /or maintaining database structures/computer hardware/software systems. Duties

Evaluates effectiveness, analyzes, designs, and develops changes or modifications to the database. Analyzes organizational practices for IT enhancements. Plans, designs, documents, develops, tests, and implements internet and intranet activities. Provides customer assistance and/or training for assigned database systems. Plans, organizes, and oversees the activities of the 62nd Maintenance Operations and Maintenance Group manpower, Mobility, Facilities, Resource Advisor and Self-Inspection Programs to ensure all maintenance programs affecting requirements are completed in a safe and timely manner to support the 62nd Airlift Wing mission.

  • Required to work at various locations within the group or base.
  • Employee must be able to obtain and maintain a secret security clearance.
  • Safeguards classified or sensitive budget and computer systems related information and/or files.
  • Must be able to obtain and maintain civilian and military driver’s license.
  • This position has been designated by the DAF as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. (Continued)

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions, Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions; knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources (people, money, or equipment) in the area studied; knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; planning, scheduling, and conducting projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting. OR EDUCATION: Successfully completed PH.d or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your official college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described above but at least two years of progressively higher-level graduate education and have not obtained a Ph.D. or equivalent graduate degree. The combination of total qualifying experience and education must equal at least 100 percent to qualify an applicant for the GS-11 grade level. Note: You must submit a copy of official transcripts. See link for more information- Administrative and Management Positions FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of and skill in applying information technology (IT) security principles and methods, IT security products and services, and methods for evaluating, implementing, and disseminating IT security tools and procedures. 2. Knowledge of and skill in applying technologies in use within the organization such as Windows NT, Internet Information Server, and SQL Server and ability to recognize and analyze problems, conducts research, summarize results, facilitate process improvement forums, and make appropriate recommendations. 3. Knowledge of and skill in applying information system functions, techniques, and capabilities including programming languages and techniques, relational database principles, system administration, computer hardware, and network operating systems. 4. Knowledge of and skill in applying programming languages such as ColdFusion, JavaScript, XML, and Visual Basic and knowledge of and ability to apply procedures, requirements, regulations, and policies. 5. Knowledge of data and process modeling methodology and skills in applying databases such as MS Access, SQL, and Oracle 9i and ability to analyze, plan and adjust work operations of one or more organizational segments to meet program requirements and objectives. 6. Ability to communicate effectively both orally and in writing sufficient to clearly present information through briefings, reports, presentations etc. and ability to execute disaster control and emergency war order/contingency plans. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
