The primary purpose of this position is to provide analysis and evaluation of contracting matters as well as to interpret, initiate, develop and recommend contracting policies, procedures and guidance for contracting organization and subordinate contracting activities.

Duties

Serves as principal advisor to subordinate contracting activities and/or other acquisition team members and provides technical expertise in identifying acceptable solutions to resolve contractual issues encountered during all phases of the acquisition process. Reviews and evaluates contract actions for adequacy and completeness and makes recommendations to ensure each acquisition is conducted in an efficient manner incorporating the latest policies and initiatives and are in compliance with all public laws, statues and regulations. Conducts training of contracting personnel to improve organization performance. Generates and implements project plans and evaluates ongoing systems, concepts and operations.

Qualifications

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A. Applicants must have a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees, and completion of all mandatory training prescribed by the head of the agency for progression to the next higher level contracting positions, including at least 4 years experience in contracting or related positions. NOTE: You must submit a copy of your transcripts. AND B. At least 24 hours in business-related courses in any of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree). NOTE: You must submit a copy of your transcripts. C. The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current members of the armed forces (that self-nominate prior to retirement. Separation), and Current DoD employees are exempt from the basic requirements if: Served as a contracting officer with authority to award or administer in excess of the simplified acquisition threshold on or before 30 September 2000; Served, on or before 30 September 2000, in a position as either an employee in the GS-1102 series or as a member of the Armed Forces in a similar occupation specialty. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes interpreting business principles, laws, statutes, executive orders, regulations, policies and procedures and contract types applicable to pre/post award for a variety of complex commodities. Researching analytics for effectiveness of acquisition policies and processes and provide recommendation on contracting business systems and processes. Developing and conducting training for contracting personnels to include contractors. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of a full range of Federal contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to preaward and postaward actions for a variety of complex and/or diversified services and commodities. 2. Knowledge of the business environment (e.g. economic trends. awareness of commercial/industry business practices, standards, mergers, and acquisitions) applicable to program and technical requirements in order to recognize potential programmatic/contractual impacts and knowledge of the methods and techniques of fact­-finding/market research. 3. Analytical skill sufficient to evaluate audit reports, regulations and other relevant material as a basis for developing and implementing guides or procedures. 4. Skill in oral communication to present sensitive recommendations to higher authority to obtain compliance with policies from subordinates activities and to represent the department or agency on task forces and skill in written communications sufficient to develop and publish regulations and materials. 5. Ability to recognize and analyze problems, conduct research, summarize results make an appropriate recommendation, prepare training materials and conduct training. 6. Ability to set priorities, establish goals and assess progress toward their achievement for completion of multiple assignments based on the needs of the organization and their customers. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
