This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Police Officer to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Police Officer (Instructor) engaged in Law Enforcement training. Participates in all Law Enforcement police operation duties.

Duties

Serve as a training officer and lead instructor and Field Training Officer of a law enforcement shift. Responsible for development and maintenance of courses, lesson plans, and examinations and provides guidance to personnel assigned to instruct specialized blocks of instruction. Conduct preliminary investigation of criminal acts. Apprehend known or suspected criminal offenders. Respond to all types of emergency situations including reports of suspicious persons, mentally ill persons, criminals, children and private citizens.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. The position requires that selectee obtain and maintain a Secret security clearance.
  • Successfully graduated from the US Army Civilian Police Academy (USACPA) or complete within one year of hire date, unless incumbent has a current approved waiver from the Office of the Provost Marshal General (OPMG).
  • Incumbent must meet the requirements of AR 190-56 (The Army Civilian Police and Security Guard Program). Prior to appointment you must agree in writing to adhere to these conditions of employment.
  • The 1996 Lautenberg Amendment to the Gun Control Act of 1968 covers this position. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.
  • Incumbent must possess a valid state driver’s license and be able to obtain and maintain a government motor vehicle operator’s license.
  • This position requires you to pass the record Physical Ability Test (PAT) within 30 days of being hired and annually thereafter.
  • This position requires the selectee to qualify annually for the Individual Reliability Program (IRP) as explained in IAW 190-56, Chapter 3.
  • Incumbent must be able to successfully pass training, certification and qualification requirements related to law enforcement work functions as prescribed by policy, regulations or statutes.
  • Hours of work is subject to irregular and/or rotating shifts, evenings, nights, weekends and holidays. Incumbent is required to work overtime as directed and is subject to recall for emergency overtime.
  • Must maintain personal capability to wear government furnished police uniform and safety equipment, including Chemical Protection Mask and other types of Personal Protective Equipment.
  • This is a Testing Designated Position (TDP) and is covered by the Alcohol and Drug Abuse Prevention and Control Program. In accordance with (IAW) AR 600-85, a DA Form 5019R (Condition of Employment) must be signed for mandatory drug testing.
  • Incumbent in this position is designated as mission essential (IAW DODI 3024.42 and DTM 17-004) during Inclement weather conditions or other designed / identified emergency conditions.
  • Incumbent is subject to possible civil and criminal action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
  • This position requires an initial and periodic medical examination to assess your ability to take the Physical Ability Test and to perform the essential functions of the job, with or without reasonable accommodation.
  • Official Temporary Duty (TDY) up to 10% of the time may be required.
  • Incumbent is required to maintain a high standard of conduct at all times and will be continuously evaluated to determine if character, trustworthiness, and fitness is consistent with the high standards expected of the agency security professions.
  • This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by human resources within 30 calendar days after the Entrance on Duty (i.e., start date).
  • Inability to successfully pass or refusal to conduct the drug test may result in the job offer being withdrawn during the recruitment process or subsequently being removed from Federal service for failure to meet a condition of employment.
  • You may be required to sign a Statement of Understanding if you are selected for this position.

Qualifications

You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes responding to calls for police assistance and emergency situations; arresting and mirandizing suspects; conducting investigations of crimes and suspected criminal activities; conducting vehicle or foot patrols; or conducting or assisting instructor with training. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).

Education
