Duties

Primary area of responsibility covers the ground and aviation operations, equipment, and facilities within the boundaries of Installation/Garrison Army Airfields in support of the Installation Aviation Safety Program. Observes flight operations, aviation control operations and ground operations within the airfields and facilities to assess safety compliance, identify operational, policy, or systemic issues and affect appropriate corrective action. Disseminates and provides guidance on safety-of-flight, safety alerts, safety-of-use, and safety maintenance messages. Plans and conducts surveys of facilities and operations to evaluate the effectiveness of safety standards and practices to assess the degree of compliance with applicable mandates, standards, and directives.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This is a Temporary position intended to last up to one year. A temporary position may be extended to a maximum of three years and may be terminated at any time during the duration of the appointment, depending upon the needs of management.
  • This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement occasionally.
  • This is a Career Program 12 (Safety) position. The incumbent must complete Career Program - 12 Level 1 Certification, in accordance with the ACTEDS Plan, within one year of employment.
  • This position requires the incumbent to file a statement of employment and financial interests, reference AR 600-50.
  • This position may require the incumbent to work on an intermittent or unscheduled, on-call basis.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.

Specialized Experience: GS-12 - One year of specialized experience which includes work that involves 1) conducting airfield safety and occupational health inspections and surveys; observing environmental conditions, facilities and equipment to identify hazards and unsafe conditions with aviation operations; reporting safety and occupational health findings at the airfield; 2) managing safety or occupational health program elements; developing and recommending safety and occupational health policy to higher levels of management; applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements; and 3) developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards; developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses; or other systems to control or eliminate hazards.. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). HIGHLY PREFERRED: Possession of the Aviation Safety Officer certification. You will be evaluated on the basis of your level of competency in the following areas: AccountabilityMishap/Accident InvestigationOral CommunicationTechnical Credibility Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
