This is a Public Notice for positions being filled under the Direct Hiring Authority (DHA) Major Range and Test Facilities Base (MRTFB) in DoD.

Duties

Developments installation plans and procedures for barracks sustainment, to include restoration, modernization, and/or replacement projects. Represents the organization in installation level meetings and or at various conferences and meetings with local officials and other federal, state, or legal organizations concerning current housing programs, practices, and trends. Serves as the Contracting Officer Representative (COR), responsible for management, oversight, guidance, fiscal policy, and control of contractor owned-government leased quarters as required or appointed. Performs or directs periodic or scheduled surveys, audits, reviews, studies, and inspections to determine family housing conditions or requirements and to evaluate work being performed under the housing contracts. Evaluates management of the Rental Partnership Program and Utility Deposit Waiver Program.

  • Must be able to obtain and maintain a Secret Clearance.
  • The employee must obtain and maintain a valid State Driver's License.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-09 Specialized Experience: One year of specialized experience which includes providing information to service members on various human resources issues; analyze complex problems and identify significant factors, gather pertinent data, and recognize solutions by interpreting regulations, rules, guidelines, and/or other procedural instructions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Specialized Experience: One year of specialized experience which includes providing information to service members on various human resources issues; analyze complex problems and identify significant factors, gather pertinent data, and recognize solutions by interpreting regulations, rules, guidelines, and/or other procedural instructions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-12 Specialized Experience: One year of specialized experience which includes: managing a housing program performing duties such as planning, scheduling and coordinating reviews to evaluate performance of activities such as occupancy requirements or maintenance; and implementing budget and financial controls while ensuring compliance with higher echelon policies and/or objectives, regulations, and/or state and federal law. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
