Duties

The Department of Energy's (DOE) Office of State and Community Energy Programs is looking for a dynamic, innovative, seasoned executive to lead the Office of State and Community Energy Programs (SCEP). As the Principal Deputy Director of State and Community Energy Programs you will: Oversee the executive leadership positions in the SCEP organization, including providing key oversight and management responsibilities for the State Energy, Community Energy, Weatherization Assistance, Local Government Clean Energy Workforce, and other programs to assist underserved communities. Manage a broad range of functions, including policy analysis, financial assistance award management for both formula-based and competitive awards, technical assistance and project oversight. Direct a team of career energy policy, energy efficiency, renewable energy and financial assistance experts. Create strategic policy formulation, program design, solicitation, negotiation and award of financial assistance agreements across all SCEP program areas. Ensures the Administration's values of diversity and equity are reflected in SCEP program operations. Report to the Director, SCEP, serving as First Assistant.

EXECUTIVE CORE QUALIFICATIONS (ECQs): The five (5) ECQs described below were designed to assess executive-level experiences and potential not technical expertise. They measure whether you have the broad executive skills needed to succeed in a variety of SES positions. 1: Leading Change: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment. 2: Leading People: Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. 3: Results Driven: Ability to meet organizational goals and customer expectations, and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. 4: Business Acumen: Ability to manage human, financial, and information resources strategically. 5: Building Coalitions: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, asupplemental narrative must be uploaded addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. You must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs. Failure to submit a narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered. MTQ 1: Describe your in-depth knowledge of team management and program management sufficient to oversee state government, local government, tribal government, and place-based clean energy programs, and initiatives including formula and competitive grant programs, technical assistance, and other activities for a large organization/company. MTQ 2: Describe your wide-ranging experience designing and deploying clean energy policies and/or programs to improve clean energy outcomes for state, local, and/or Tribal governments and engaging communities and key constituents in efforts resulting in shared economic prosperity and support of historically disadvantaged communities. MTQ 3: Describe your experience in promoting equity and inclusion and securing cooperation of others despite conflicting and potentially controversial program goals for clean energy planning and decision making.
