Duties

Joining Customs and Border Protection (CBP), Office of the Immediate Office of the Executive Assistant Commissioner (EAC) will allow you to provide expert advice and analysis to management on a wide range of administrative programs having department wide impact. This position starts at a salary of $117,962.00 (GS-13, Step 1) to $153,354.00 (GS-13, Step 10) with promotion potential to $153,354.00 (GS-13 Step 10). In this Management and Program Analyst (Executive Secretariat) position you will become a key team member of Homeland Security professionals. Typical work assignments include: Assessing, developing, implementing, and evaluating the effectiveness of the flow of information, strategies, materials, and programs that support and promote organizational change and agency goals. Identifying, recommending, and demonstrating effective methods and techniques for managers and supervisors to use in improving information flow and assignments for day-to-day operations. Recommending specific approaches tailored to the nature of the information and the targeted audience(s). Establishing and maintaining a working relationship with a variety of program officials at Headquarters, field offices, other Federal agencies, as well as outside vendors or the public. Coordinating across directorates to determine information needs. Analyzing organizational specific policy issues to identify and anticipate needs and potential reactions from employees. Identifying and carrying out internal communication and planning requirements needed to support leadership.

Qualifications

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Analyzing major administrative aspects of substantive, mission-oriented programs. Generating and applying new hypotheses and concepts to improve effectiveness and efficiency of operations. Developing and establishing uniform functional process improvement methods and tools in all functional areas of an organization. Reviews documents for grammar and content; and developing briefs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 04/12/2024. Current and former federal employees may be required to serve or complete a probationary period.
