Duties

You will review and approve test procedures including contracts and detailed design drawings as part of the test review. You will coordinate the reviews of shipbuilder deliverable test documentation and provide government response or approval. You will prepare reports documenting the review of contract deliverables. You will insure 100% coverage of test witnessing by personally witnessing tests, utilizing contractor or personnel. You will prepare weekly reports for the Project Office and the customer regarding all aspects of ship system test activity including the identification and resolution of test-related problems. You will act as the direct link between the shipbuilder, certification authorities and certification conductors while ensuring that all certification documentation is completed and recorded. You will ensure proper system integration and interface requirements are satisfied during shipboard testing periods. You will provide expert guidance and support to the contractor in scheduling and coordinating the contractors test program to ensure compliance with system and contract performance requirements. You will review design requirements, program plans and directives, test procedures, and other contractual documentation for system performance and completeness. You will coordinate with the Project Office and cognizant test engineers for review of Engineering Change Proposals (ECPs) for impact on the shipboard test program.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to successfully complete a pre-appointment physical examination.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector planning, monitoring, or coordinating test and evaluation activities, operations, or inspections of shipboard systems on surface ships or submarines to ensure that design, functional, or contractual requirements are met. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
