Job opening: Purchasing Agent

Salary: $49 025 - 85 844 per year
Employment Type: Full-time
Serves as a Purchasing Agent (Contract Assistant) in the Acquisitions Division, Engineering Department of the United States Section, International Boundary and Water Commission (USIBWC) processing procurement data and documents on acquisitions and Pre-award and Post-award administrative functions. Assists with oversight of the Contracting Officer Representative (COR) Program and Credit Card Program; and completes other administrative duties.

Duties

Reviews acquisition requirements packages assuring compliance and completion. Completes pre-award tracking record utilizing the Global Financial Management System (GFMS), the Federal Procurement Data System (FPDS), and contract files. Conducts market research and negotiates and awards simplified acquisitions. Administers orders and monitors vendor performance to ensure order requirements are met. Prepares and distributes contract modifications. Assists with the oversight of the agency Contracting Officer Representative (COR) Program. Assists with the oversight of the agency Credit Card Program.

Requirements

  • You must be a U.S. Citizen or Naturalized U.S. Citizen.

  • You must obtain and maintain a favorable background Investigation.
  • You must maintain Direct Deposit of your federal pay.
  • You must complete and successfully pass the DHS required E-Verify employment verification check.
  • You must complete and submit the required U.S. Office of Government Ethics Confidential Financial Disclosure Report within 30 days of your appointment, and annually thereafter.
  • You must possess a current Federal Acquisition Certification for Contracting (Professional).
  • You may be required to travel for official business up to 15% of the time with occasional overnight stays.
  • You must be able to lift and carry items weighing up to 15 pounds unassisted such as office items and supplies; and sustain periods of bending, stooping, and reaching.
  • You may be required to work overtime.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

Qualifications

Qualifications must be met by 04/19/2024 You must have one year of specialized experience equivalent to the next lower grade level or equivalent pay band in the Federal service, or equivalent experience in the private or public sector, which provided you with the knowledge, skills, and abilities to perform the duties of this position. GG-10: Examples of Specialized Experience: working independently to determine approach and methodology for assignments; analyzing supply, service, and construction requirements to identify problem areas in specifications; conducting market research and negotiating and awarding simplified acquisitions; administering orders and monitoring vendor performance to ensure order requirements are met; reviewing and evaluating contractual methods as they apply to specific segments of procurement operations; making competitive or sole source purchases that involve collecting and evaluating price data and preparing detailed written quotes; preparing and distributing contract modifications; assisting with the oversight of an agency Contracting Officer Representative (COR) Program; contacting vendors to discuss prices, discounts, delivery dates, and transportation/handling charges; inspecting orders involving quality assurance and shipping problems; developing reports for reporting performance and for audits on acquisitions and credit cards; assisting with the oversight of an agency Credit Card Program; ensuring the timely close-out of credit card paid contracts; preparing and submitting reports of discrepancies for billing, quality assurance, and shipping; providing training and guidance to personnel on purchasing-related policies and procedures; providing technical assistance to personnel on OR requirements and procedures; operating a computer terminal to produce various narrative and tabular documents and to enter, retrieve, and process purchasing related data; operating a motor vehicle such as a sedan, pick-up, or passenger van. Time in Grade (TIG): Current and former Federal employees must have a minimum of 52 weeks at the next lower grade level to be eligible under Merit Promotion procedures.
