The Office of Budget, under the direction of the Deputy Assistant Secretary, Budget is responsible for directing the formulation and presentation of the Department's annual budget submission; providing budget policy and program policy advice and recommendations to the Assistant Secretary for Financial Resources (ASFR) and the Secretary; and ensuring the efficient and effective operation and management of programs and organizations.

Duties

ABOUT THE POSITION The Director, Division of Health Benefits and Income Support is responsible to the Deputy Assistant Secretary, Budget and the Assistant Secretary for Financial Resources for all budgetary, programmatic, and legislative matters relating to the Centers for Medicare & Medicaid Services and the mandatory programs of the Administration for Children and Families. Oversees HHS preparation of the discretionary budget for the Centers for Medicare & Medicaid Services (CMS), CMS's mandatory programs, and the mandatory programs the Administration for Children and Families (ACF). Directs staff's intensive analysis of budget, program, and policy proposals from CMS and ACF. Directs the Division and coordinates with other ASFR offices and Divisions within the Office of Budget throughout the preparation, submission and defense of the Department's submission to OMB and the Administration's budget to Congress. Leads ASFR's participation in the Department-wide reconciliation process for programs assigned to the Division. Using budget and strategic planning expertise, works collaboratively with Office of the Secretary Staff Divisions and Operating Divisions to construct the Department's reconciliation proposals for mandatory programs. Represents the Assistant Secretary for Financial Resources (ASFR) in internal debate of reconciliation provisions. Tracks and coordinates with the Division of Budget Policy, Execution, and Review congressional action on mandatory programs and keeps ASFR senior staff informed. Continually updates estimated effect of reconciliation action on programs assigned to the Division. Represents or assists the Deputy Assistant Secretary for Budget in representing the Department during consideration of budget estimates by OMB and the Congress. Furnishes background and supplemental analyses. Represents the ASFR position in dealings with other components of the Department, other Executive Branch components, and at meetings among Operating Division and Office of the Secretary staff, OMB and Congressional staffs. Takes an active role in legislative planning by reviewing proposals, developing options, and making recommendations on key pieces of legislation and regulation. Identifies problem areas affecting both programmatic and administrative facets of the Operating Divisions and other components of the Federal Government. Takes an active role in ensuring effective and efficient program operations and management performance of the Operating Divisions assigned the Division. Participates in reviews and management and program performance evaluations, reviews organizational proposals, encourages productivity programs and enhancements, and identifies areas for management improvements.

Qualifications

As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration. All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications (ECQs), and the Mandatory Technical Qualifications (MTQ's), listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results. Fundamental Competencies: Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, and Public Service Motivation. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. 4. Business Acumen: The ability to manage human, financial, and information resources strategically. 5. Building Coalitions: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Mandatory Technical Qualifications (MTQ's): This position also requires that you possess MTQ's that represent knowledge, skills, and abilities essential for success in this role. The following MTQ's must be evident in your resume. Demonstrated senior-level experience in budget analysis or budget management in a major Federal government organization with multiple programs, appropriations and administrative components. Experience which demonstrates knowledge of: major Federal budget issues such as in Federal health or social services programs; substantive program and budget analysis and presentation techniques; and analysis of budget formulation and execution requirements.
