About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 7th Signal Command (Theater), 106th Signal Brigade, USA SIG NTWK ENT CTR, Business & Plans Division, Business Management Branch with a duty location of Fort Cavazos, TX.

Duties

Ensures that the periodic reinvestigations are accomplished in a timely manner; conducts preliminary interviews for those applying for clearances; controls access to classified information; and monitors facilities. Establishes, implements, and maintains the Information Security Program. Conducts self-inspections and conducts inspections to ensure compliance with applicable policies and procedures and takes action to affect correction of discrepancies. Serves as the primary Personnel/Information Security Manager for the Command. Reviews requests submitted by operating officials throughout the command for assigning position sensitivity classifications to those positions whose occupants must handle or have access to Top Secret, Secret or Confidential information. Identifies security controls for Force Protection/Counter Terrorism according to the standards to assure maximum protection of the 106th Signal Brigade.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a TOP-SECRET clearance based on a T5 Background Investigation and eligible for access to Sensitive Compartmented Information (SCI).
  • Overtime and on-call duty may be required on short notice to include nights, holidays, and weekends in support of related mission requirements.
  • This position may require the employee to the work on work-related issues outside of duty hours.
  • Subject to callback requirement to report to duty within 2 hours of notification due to mission requirements.
  • Incumbent is required to obtain and maintain a valid state driver’s license and any installation and/or DoD license required for the type of vehicle being driven.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
  • May be required to perform 24 x 7 shift work in support of operational IT related mission/after duty hours on call/emergency requirements.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience performing a wide range of Personnel Security, Physical Security, and Information Security duties and reviewing, analyzing, and or resolving security requirements or problems dealing with policies and security programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
