Duties

IRS Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. Selected applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government. In addition, the IRS implemented the new IRS Forward Recent Graduate Program that includes an additional year of formal development, training, networking, project teams, and may include rotational assignments. Following the completion of program requirements, selectees may be considered for non-competitive conversion to a career/career-conditional or term appointment. All conversion requirements will be identified in the Participant Agreement. Program requirements include but are not limited to: Successful completion of at least 1 to 2 years of continuous service depending on the position; Completion of at least 40 hours of interactive training; Mentorship; Demonstration of successful job performance; and Meet the qualification position standards. Conversion to the competitive service is not implied or guaranteed. If selected, you will be placed in a developmental position as a Pathways Recent Graduate Program (Contract Specialist), GS-1102- 7/9 with promotion potential to GS-12 in one the division(s) listed below: A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions WHAT IS THE OFFICE OF THE CHIEF PROCUREMENT OFFICER DIVISION? Vacancies will be filled in the following specialty areas: Procurement. The following are the duties of this position at the full working level. Performs all segments of selected the pre-award and post-award procurement actions. This includes reviewing requests for procurements for completeness, verifying and comparing price and cost information, establishing and documenting contract files, preparing and distributing contract modifications and synopses of new or revised standard contracts, and reviewing contracts for clarity and proper format. Processes and negotiates selected procurements for supplies, equipment and services. Assists in the development of Statements of Work, decides on the appropriate type of contract, identifies sources of supply, promotes competition, determines price reasonableness, solicits quotes and proposals, develops negotiation strategies, negotiates with potential contractors, and prepares the appropriate award vehicle and file documentation for approval. Performs special assignments and projects to support upper level management operations. Prepares and conducts training sessions as requested. Conducts informal solicitations for small monetary amounts. This includes acquiring offers/bids from two or more vendors, justifying sole source procurements and preparing file documentation for final award. Prepares drafts of protest and termination case documents for review and approval by senior specialist. Assists senior specialists with the procurement of supplies, services and equipment. This includes developing work plans, analyzing procurement requests, coordinating with other areas those aspects of procurements that affects them, compiling the bid lists, preparing and issuing solicitations and making final award. Performs a variety of contract administration functions such as researching and resolving delivery and acceptance disputes, processing claims against he Government and assisting in the preparation of protest actions. Prepares non-technical correspondence to transmit information. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-07, but if the position has career progression to GS-12, then you may move from a GS-07 to a GS-12 in as little as three years.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. In order to qualify, you must first meet Pathways Recent Graduate Program eligibility: You must have, within the previous 2 years, completed all educational requirements for a qualifying associate, bachelor, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; or intended graduation is no more than 9 months from date of application; -OR- Veterans (as defined in 5 U.S.C. 2108) who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the 2-year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility. The remaining 2-year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond 6 years from the date of completion of all requirements of an academic course of study. Secondly, you must meet any basic requirements of the position and the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Business and Industry. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: To be minimally qualified for this position you must meet the following requirements: Bachelor's degree in any field of study. OR At least twenty-four (24) semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management from an accredited college or university. Exception: Employees occupying a GS-1102 position at grades 5 through 12 on or after January 1, 2000 are considered to have met the basic requirement for other GS-1102 positions up to the GS-12 without having to meet the education requirements described above. For the Recent Graduate Program, education must be successfully completed or must be successfully completed within 9 months of this application date. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE/EDUCATION: GS-07 You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Examples of qualifying specialized experience include: Experience using basic knowledge of general contracting terminology, principles, concepts and procedures to understand and interpret Federal contract guidelines and regulations; You must also demonstrate knowledge of business practices and skill in both written and oral communication and mathematics and the ability to gather, assemble and analyze information to draw logical conclusions about price/cost information. OR You may substitute education for specialized experience specialized experience as follows: One (1) full academic year of graduate education or law school. Graduate education must have been in one or a combination of the following fields of study: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR Superior Academic Achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 2.95 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.45 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. You may qualify with a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. For the Recent Graduate Program, education must be successfully completed or must be successfully completed within 9 months of this application date. SPECIALIZED EXPERIENCE/EDUCATION: GS-09 You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Examples of qualifying specialized experience include: Experience using knowledge of various types of contracts and conditions governing their use in order to determine which contracting method is more advantageous; Experience using knowledge of the contracting process, the pre-award and post-award procurement actions required to solicit and award contracts under formal advertising and negotiated procurement procedures. Your experience must also demonstrate skill in analyzing cost data and facts in order to review and make recommendations about information presented in bids/proposal; Experience using knowledge of the laws and regulations governing acquisition procedures; You must also demonstrate knowledge of business practices and skill in both written and oral communication and mathematics and the ability to gather, assemble and analyze information to draw logical conclusions about price/cost information. OR Two (2) full academic years of progressively higher level graduate education leading to a graduate degree in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR Master's or equivalent graduate degree in one or a combination of the following fields: Accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR LL.B or J.D., if related. For the Recent Graduate Program, education must be successfully completed or must be successfully completed within 9 months of this application date. Education

This position has an education requirement. You MUST submit dated documentation showing completion or intended completion (if graduation is no more than 9 months from the date of application) of all educational requirements (e.g. letter from the registrar, unofficial transcripts). An official transcript will be required if you are selected. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. CERTIFICATE: If you are qualifying based on a certificate program, please refer to Treasury's Pathways Program for more information on qualifying certificate programs. A Certificate Program is a post-secondary educational program in a qualifying educational institution, equivalent to at least one full-time academic year of study, that is part of an accredited college-level, technical, trade, vocational or business school curriculum. For study at a business or technical school, 36 weeks of study (20+ classroom hours per week) is comparable to 1 academic year of full-time study. IF you are applying with a completed IT or Business Professional Certification you must submit a dated transcript or letter issued by the Academic Institution detailing your completed coursework and credit hours completed. If your Academic institution calculates a full-year of academic studies with fewer hours, or academic credits are expressed in contract months, units, or other terms that differ from the conventional hours, please have your academic advisor provide a letter certifying the Certificate program meets the regulatory definition.
