Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

Duties

The primary purpose of this position is to serve as an Air Reserve Technician (ART), to serve as a fully qualified mission-ready pilot in the unit type aircraft (fixed or rotary). Position also accomplishes a variety of administrative duties related to flight/mission accomplishment such as scheduling, mission planning, AFRC operational training, and mission management. Subject position is part of the AFRC trainee/developmental Airplane Flight/Helicopter Flight Instructor Programs. As such, this position functions as a full journeyman level position, but provides the incumbent with valuable AFRC experience that serves as the recruitment pool from which GS-13 Airplane Flight/Helicopter Flight Instructors are selected. This position, as part of the AFRC developmental Airplane Flight Instructor/Helicopter Flight Instructor Program, may lead to upgrade to a GS-2181-13, Airplane Flight Instructor, or Helicopter Flight Instructor. RESPONSIBILITIES: 1. Employees assigned to these positions are charged with the responsibility for the flying proficiency of pilots assigned or attached to the unit. This is a developmental position leading to the GS-13. Flies a variety of airplanes or helicopters to a variety of locations, some of which are unfamiliar, for the purpose of transporting passengers. Flights include both day and night flying. 2. Operation of single, twin, or multiple jet engine or turboprop aircraft fixed-wing or rotary aircraft Performs mission planning, preparation and filing of flight plan, and crew briefing. Ensures aircraft is pre-flighted, inspected, loaded, equipped, and manned for mission. Conducts training of crewmembers. 3. Ensures operational readiness of crew by conducting mission specific training. Develops plans and policies, monitors operations, and advises commanders. Assists commanders and performs staff functions related to their aircraft specialty. 4. Interviews pilots assigned or attached to determine backgrounds and training in various types of aircraft, especially in the type of aircraft assigned to the unit. Represents the unit by participating in discussions, meetings or serves on panels/committees. 5. Serves as a representative of the Air Force Reserve to the public and dignitaries and high ranking personnel during visits and while performing duty at or away from home stations. Performs other duties related to flying and accomplishment of the unit operational and training mission.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Supplement to Qualification Standards for Air Reserve Technicians (ART), approved August 2017. EXPERIENCE: No specific length of experience required. The qualifications of Airplane/Helicopter Pilots or Airplane/Helicopter Flight Instructors in an Air Force active duty and Reserve force are directly related to the completion of prerequisite training and number of flying hours rather than years of experience. GS-12: Must have a minimum of 750 hours total military flight time in Mission Design Series (MDS), hold or qualify for a USAF pilot rating; hold a valid aviation service aeronautical order and have flown military aircraft within the past eight years. GS-13: Must have a minimum of 1000 hours total military flight time in Mission Design Series (MDS), hold or qualify for a USAF pilot rating; hold a valid aviation service aeronautical order and have flown military aircraft within the past eight years. NOTE: You must submit an AFTAR 209 or any official flying hour report and any official document that shows date received aviation service aeronautical order. Please upload your documents in the supporting documents section under Other. FAILURE TO DO SO WILL RESULT IN AN INELIGBILE RATING. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENTS FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the next lower grade level or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of and skill in the application of rated aviator expertise as a pilot. 2. Knowledge of and ability to formulate plans and courses pertaining to flying operations and unit flying training activities. 3. Knowledge of the capabilities, limitations, and techniques for employment of unit-assigned aircraft. 4. Knowledge of flying operations and the unit mission. 5. Knowledge of the relationship of the various Air Force Reserve entities, other MAJCOMs and Air Force in overall planning and execution of military operations and evaluations. 6. Ability to resolve complex issues and maintain good working relations. 7. Ability to communicate effectively both orally and in writing. OTHER SIGNIFICANT FACTS: 1. This is a key management position in which the incumbent is required to formulate, determine or influence policies of the assigned units. 2. Aircrew and management duties may include stress (both mental and physical), exposures to extreme hot and cold temperatures, gravity forces of three in non-fighters and seven in fighters, and short notification for accomplishment of immediate action items directed by unit supervisors/higher headquarters that must be completed before the duty day ends. 3. Must be a mission-ready, rated aircrew member on flying status in unit to which assigned. Must participate in regular and frequent flights as required by the commander. Periodically, as prescribed by regulations, must take and pass standardization/evaluation examinations which consist of both written tests and actual flight performance to demonstrate flight knowledge and abilities required of the position. Must pass physical examination and meet annual flying requirements. 4. Upon meeting minimum qualification standards and any other applicable statutory requirements, member will be considered for instructor upgrade. Member may be entered into instructor upgrade training at the discretion of the unit commander. 5. The incumbent's regular assignments are primarily ART; however, the incumbent is assigned non-ART duties not to exceed 30 percent of total responsibilities. As necessary, to meet special or essential unscheduled activities, may be required to work an uncommon tour of duty with brief advance notice. 6. The incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty assignments (TDY). 7. This position is designated as a mobility position. The incumbent must be willing to move/transfer to another unit/location on a lateral or promotion basis as directed by HQ AFRC. 8. This position has been identified as a drug testing designated position. The incumbent of this position may be selected for random drug testing, and be subject to reasonable suspicion testing and safety mishap or accident testing. 9. "This position is covered by the Domestic Violence Misdemanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position." PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
