This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DOD to recruit/appoint qualified candidates to positions in the competitive service. About the Position: Located with Directorate of Emergency Services, Yuma Proving Ground, Arizona.

Duties

Operate a variety of radio transmitters and receivers. Monitor and respond to police radio transmissions, dispatching appropriate emergency and non-emergency units. Relay information and messages to and from emergency sites. Answer and screen all 911 emergency calls, personal telephone inquiries relative to the activities of the emergency services organization. Utilize special computer programs within central dispatch to assist personnel prior to and at emergency scene. Operate the National Crime Information Center (NCIC) Terminal.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • THIS IS A MISSION ESSENTIAL POSITION. Position is mission essential and the incumbents are required to report for duty regardless of holidays, weekends, nights or conditions such as weather in which non-essential are not expected to report.
  • Incumbent must be able to maintain a security clearance.
  • Position requires certification as Telecommunicator I, Telecommunicator II, Emergency Medical Dispatch, and HazMat Awareness within eighteen months of employment.
  • Position is subject to an alternate work schedule, which may require an uncommon tour of duty (including nights, weekends and holidays, 12-hour shifts during the tour of duty).
  • This position may require the incumbent to occasionally travel away from the normal duty station up to 5% of the time.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes receiving and processing emergency calls, dispatching emergency or non-emergency services and operating various telecommunication systems and equipment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. (Note: You must attach a copy of your transcripts), OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. (Note: You must attach a copy of your transcripts).
