Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Facility Operations Specialist. Duties

Analyze review recommendations and incorporates recommendations into long term and annual project plans for completion. Provide technical expertise in the operation and maintenance and advise on the operational capabilities of existing equipment. Provide continuous evaluation of maintenance management practices and procedures and make recommendations to management for improvements. Meet with a variety of professionals to obtain knowledge and/or proficiency for professional administration of hydroelectric facilities.

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: GS-09: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing 3 of the 4 following:(1) assisting in utilizing computer maintenance management systems to create short- and long-term preventative maintenance schedules, work orders, and customizable reports and queries; (2) assisting with powerplant maintenance management scheduling techniques and processes; (3) assisting in providing technical support to facility operations specialists, supervisors, engineers, and management in scheduling emergency, non-routine, corrective, or unanticipated work orders in a computer maintenance management systems; (4) assisting in closing work orders, equipment, and supplies in a computer maintenance management systems. OR Education: Have successfully completed a master's degree or two (2) full years of graduate level study leading to a master's degree or LL.B., J.D., in a field that provided the knowledge, skills, and abilities necessary to perform this work, such as engineering, industrial arts, property management, or business administration. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. OR Combination: Have an equivalent combination of specialized experience (as in A above) and education (as in B above) that, when prorated, combine to meet the qualification requirements for this position. If your education is currently described in quarter hours, convert them to semester hours by multiplying by 2/3rds. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. Only education beyond the second year is creditable to meet this standard. GS-11: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing 3 of the 4 following: (1) compiling and analyzing historical maintenance records, backlog reports, maintenance downtime reports, annual reports to recommend future maintenance actions; (2) assisting the development of operating procedures for a power generating plants; (3) participating in compliance audits to assess the condition of power facilities; (4) drafting and reviewing work statements. OR Education: Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position, such as engineering, industrial arts, property management, or business administration. NOTE: Applicants must submit a copy of transcripts. OR Combination: Have an equivalent combination of specialized experience and education, as described above. When combining education with experience, first determine your total qualifying education as a percentage of the education required for the grade level; then determine the your experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify this grade level. NOTE: Applicants must submit a copy of transcripts. GS-12: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing 3 of the 4 following: (1) developing or recommending long term and annual project plans or acquisition packages for long term maintenance, Replacements, Additions, and Extraordinary Maintenance (RAX) projects, or corrective maintenance; (2) determining equipment, incident priority, and appropriate cost codes for preventative, corrective, and emergency projects; (3) tracking expenses related to job plans and projects; (4) Provides technical expertise in the operation and maintenance of power generating plants and/or providing advice on operational capabilities of existing equipment. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 04/16/2024. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
