The Assistant Secretary for Policy is the primary source of analytical and economic staff support to the Secretary and Deputy Secretary. The office of the Assistant Secretary for Policy (OASP) provides support, analysis, and advice to the Secretary and Deputy Secretary, and other senior level officials on policy, programmatic, economic, and regulatory issues and other cross-cutting initiatives. This position is inside the bargaining unit.

Duties

Major duties include: -Apply their expertise to inform policy and programs, leverages expertise across the Department, government, labor unions, non-profits or academia to promote job quality, equity, worker empowerment and strengthen the work of Department's Good Jobs Initiative. -The Good Jobs Initiative is a Department of Labor led Initiative in the Office of Assistant Secretary of Policy that provides critical information to workers, employers, and government agencies as they work to improve job quality, create access to good jobs free from discrimination and harassment for all working people with emphasis on underserved communities and empower workers. -Create content, messaging products, and draft communications for internal and external audiences. Develop presentations and speak to a variety of audiences about job quality and other Department structures and priorities. -Provide authoritative advice on the implications of proposed, new, or revised policies, regulations, and legislative proposals and assesses their impact on the Department's mission and organizational structure. -Recommends new approaches and alternatives and provides options during managerial planning and policy and regulatory formulation.

Requirements

  • Must be a U.S. Citizen.
  • Must be at least 16 years old.
  • Requires a probationary period if the requirement has not been met.
  • Candidate required to obtain the necessary security/investigation level.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. Specialized Experience is described as having 4 out of 5 of the following: 1. Assessing statutory authority to incentivize job quality across federal/state workforce development grant programs. 2. Coordinating the development, review, and/or clearance process of policy guidance regarding federal/state workforce development grant programs. 3. Experience with Investing in America funding (for example BIL, CHIPS, IRA) and the use of Investing in America funding on the provision of supportive services and other critical workforce development investments. 4. Working with federal/state governments on external communications (for example press backgrounders and blog posts). 5. Presenting at conferences, speaking on panels, pitching external stakeholders on collaborative efforts.
