This position is located in the Office of Press and Public Diplomacy, Bureau of South and Central Asian Affairs (SCA/PPD). This Office develops and implements public diplomacy policies and programs, engages foreign and domestic press, and leads the bureau’s online presence in support of U.S. foreign policy in the South and Central Asian region.

Duties

Serves as a Bureau/ Office representative at interagency meetings, conferences, and working groups, that address issues of vital interest to the Bureau/Department. Coordinates across the U.S. Government for press engagements and messaging during major high-profile efforts related to U.S. regional goals, such as Presidential and Vice-Presidential visits, disaster response, or policy initiatives. Provides authoritative media, communication planning and technical advice on immediate and long-term public affairs strategic communications goals, methods, and audiences to leadership on all matters related to South and Central Asian Affairs. Plans and designs SCA/PPD media outreach activities on exceedingly complex, high priority SCA policy issue in which the scope alters as the work progresses by balancing short term taskings and long- term effectiveness. Provides supervision to staff to include planning work to be accomplished ; establishing work priorities and schedules for completion of assignments, on a daily, weekly, and longer-term basis.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience providing analysis and advisory services to support the planning, development and implementation of strategic media outreach. Experience providing recommendations for regional programs, outreach strategies and communication products. There is no substitute of education for specialized experience for the GS-14 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
