You will serve as an IT SPECIALIST (SYSANALYSIS) in the HEADQUARTERS US INDO-PACIFIC COMMAND.

Duties

You will serves as the Tactical Data Link (TDL) Subject Matter Expert in support of USINDOPACOM’s Command and Control Interoperability Program (C2IP) and Multinational Communications Interoperability Program (MCIP). You will chair bi-lateral Tactical Data Link (TDL) Working Groups with US allied and partner nations as part of USINDOPACOM Command and Control Interoperability Boards (CCIBs) You will represent / defend USINDOPACOM interest at the Joint International Control Review Boards (JICRB) and Multifunctional Information Distribution System (MIDS) and International Review Boards International Data Link Symposiums (IDLS). You will review TDL documents including Operations, SOPs, and Training that apply to US-Allied Interoperability. You will assist foreign military sales cases involving the acquisition of TDL equipment and services.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to obtain and maintain a U.S. Passport.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.

Qualifications

GS-13: Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. I have at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector utilizing an expert knowledge of a wide range of communications, networks, computers, and communications systems management principles, concepts, and techniques to accomplish integrated telecommunications support planning, development, programming, and implementation. I have experience providing technical advice on Tactical Data Link (TDL) systems and maintaining TDL knowledge and expertise to stay updated on current and future TDL systems and their applications to combined operations. Examples of specialized experience include: 1) Providing program/project management to achieve TDL interoperability goals, objectives, and requirements; 2) Identifying TDL requirements and configuration management to attain interoperability between U.S. and foreign communications systems; and 3) Preparing briefings, writing information papers, and conducting research to support USINDOPACOM (United States Indo-Pacific Command) combined communications interoperability programs and engagement activities. I have experience conducting research and analysis on Tactical Data Link (TDL) systems and maintaining TDL knowledge to stay updated on current and future TDL systems and their applications to combined operations. Examples of specialized experience include: 1) Assisting senior employees in providing program/project management to achieve TDL interoperability goals, objectives, and requirements; 2) Identifying TDL requirements and configuration management to attain interoperability between U.S. and foreign communications systems; and 3) Writing information papers, and conducting research to support USINDOPACOM (United States Indo-Pacific Command) combined communications interoperability programs and engagement activities.
