You will serve as a Financial Management Analyst in the Joint Strike Fighter and Foreign Military Sales Division of NAVAL AIR SYSTEM COMMAND HQ-OSF. This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

Duties

You will perform or advise on work in any of the phases or systems of budget administration. You will develop and disseminate Foreign Military Sales (FMS) Administrative budget. You will prepare Financial Management and Case Reconciliation Reviews.

Requirements

  • Must be determined suitable for federal employment.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This is a Non-Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: Basic-Level 1

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or NH-02 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Developing and disseminating of Foreign Military Sales (FMS) Administrative budget; 2) Reviewing financial documents for accuracy, completeness of accounting data, and availability of funds; 3) Preparing for Financial Management and Case Reconciliation Reviews; and 4) Coordinating with personnel, leadership and other offices to ensure effective program financial management.
