This Management Analyst position is with the Department of Energy, National Nuclear Security Administration, Associate Administrator for management and Budget, in the Business Services Division located at DOE HQ in Washington, DC. The incumbent serves as a consultant on procurement processes to all NNSA organizational components and primary point of contact for procurement interaction and oversight, as well as purchase order requests.

Duties

As a Management Anlyst, you will: Participate in short-term and long-term planning with NNSA organizations to determine contract requirements. This position works collaboratively with team members on the Acquisition Support Division and conducts outreach to customer organizations and programs and provides guidance to clients on requirements, as needed. The Analyst plans, manages, and executes the Contracting Officer Representative (COR) function and customer service initiatives. Streamlines work processes and recommends changes to increase efficacy of work, where possible. - Serve as COR for complex NNSA organizations' contracts from cradle to grave. Assist customers with development of pre- procurement package. Coordinate with the NNSA partner offices on contracts and funding issues. Administer terms of each assigned contract, including the issuance of contract modifications and resolution of contract management problems. Review monthly reports, establishes, and tracks contract deliverable dates, and maintains contract management records. Review vouchers for payment of costs and/or fee. Serve as liaison between the client organizations and the NNSA Office of Partnership and Acquisition Services. - Develop and implement solutions to problems that often involve conflicting points of view, controversial findings, or unprecedented technical or policy issues. - Initiate and maintain regular and recurring contacts with high-ranking civilian or military supervisors, senior management officials, contracting officers, contracting specialists, government procurement card program administrators, and administrative staff in NNSA (to include staff located in Washington, DC; Germantown, MD; and Albuquerque, NM). The purpose of these contacts varies widely but may include justifying or negotiating the scope of major contracts or technical services; obtaining or committing funding or resources; gaining compliance with established policies, regulations, or contracts; and resolving problems or issues of considerable consequence or importance to the program/NNSA mission.

SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02 or GS-12. Specialized experience for this position is defined as: 1) Applying procurement/acquisition laws, regulations, principles, and procedures to plan and carry out contracting and procurement activities; 2) performing procurement and contract management activities. Examples of Specialized Experience: 1. Completing pre-award requirements such as IGCE, Acquisition Plan, PWS/SOW, market research. 2. Assisted with technical evaluations, claims, developed creative solutions for scope modifications, reconciled funds for contract closeout, reject invoices. 3. Resolved contract and/or performance issues, developed solutions for government delays, proactive planning for exercising options and recompetes. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better.
