The primary purpose of this position is to serve as a system level senior technical advisor for assigned weapon system and other assigned complex and sophisticated systems, equipment, and components as required to support the mission.

Duties

Serves as weapon system program office senior technical advisor for assigned systems and acquisition programs for complex and sophisticated systems, and equipment. As a program office senior equipment specialist for assigned systems and acquisition programs, provides expert system and lower level technical advice and system logistical and sustainment support products for the repair, maintenance, operation, and training related to assigned complex and sophisticated systems and equipment to senior leaders, functional managers, lower level equipment specialist, and engineers. Provides technical assistance to field units, depots, and others, in resolving complex system/equipment maintenance, operation, fielding, sustainment, and logistics problems. Provides functional equipment specialist and system/equipment technical advice and guidance to lower-graded government and contract equipment specialists.

  • - requirements applicable to the career category designated on the position description within 24 months of assignment or secure an approved waiver. The employee must meet 80 hours of continuous learning requirements within the designated timeframe.
  • The employee must meet physical requirements for immediate worldwide deployment, remote from adequate medical facilities, for extended TDY.
  • This position may require employee to work under adverse environmental conditions.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, administrative and management positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education Undergraduate Education: Major study -- any field of study in an accredited college or university. Graduate Education: Major study -- fields related to the position to be filled. or Experience Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include: Working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment. Reviewing and applying technical specifications and requirements. Analyzing equipment and forecasting spare parts requirements. Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders. Analyzing contract specifications and examining pertinent equipment to determine if specifications are met. Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes reviewing and applying technical specifications and requirements to the manufacture and repair of items for quality control review, analyzing equipment and forecasting spare parts requirements, and interpreting engineering schematics. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the specialized operational, functional and theoretical properties and characteristics for application to difficult, unusual, and unprecedented situations and problems related to sustainment and acquisition of assigned systems and equipment. Skill in conducting, and/or executing, and/or following the process, procedures, and policies related to the functional tasks and activities required of a system-level equipment specialist. Ability to read, understand and interpret system and equipment level technical, sustainment, acquisition, and logistical data, information, and metrics. Knowledge of system and lower-level acquisition and sustainment processes, processes, policies and procedures. Knowledge of system and equipment sustainment and acquisition security and safety processes, regulations, practices, and procedures. Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership, management, and technical personnel and in developing interpersonal relationships, maintaining good working relationships, and working cooperatively as a team lead or member of a team. Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data and, identifying and analyzing complex technical problems and developing innovative solutions. Ability to plan, organize, and reprioritize individual work, and work of others, to meet changing tasks and deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
