This position is in the Veterans Benefits Administration (VBA) Central Office, Outreach, Transition and Economic Development (OTED), in Washington D.C., and reports to the Chief of Transition Assistance Program (TAP) Operations.

Duties

The incumbent is responsible for monitoring and managing the delivery of VA TAP services which are delivered to over 300 installations worldwide. The individual ensures that transitioning Service members, Veterans, and their families know their VA benefits and services and the most effective use of those benefits. Ensures that field operations are conducted efficiently to support TAP services (e.g., printing and distributing materials, quality assessment of the delivery of VA Benefits and Services courses, installation site readiness, etc.). Leads projects and programs and recommends improvements in program operations to promote efficiency and cost savings. Serves as a Project Lead, conducts research, develops project plans, formulates courses of action, and executes and implements the same to administer or carry out essential functions ensuring compliance with the VOW Act and other public law requirements. Cooperates with managers, co-workers, and other customers to accomplish assignments and enhance the efficiency of program operations. Actively participate in cross-functional teams and working groups to address shared challenges, enhance the resolution of work processes, increase efficiency, and achieve agency goals. Maintains professional, positive, and helpful relationships with supervisors, co-workers, and other internal and external customers. Demonstrates the ability to adjust to changes in work assignments and pressures and to follow instructions conscientiously. Contributes to the group effort by supporting teammates with technical expertise and open communications. Prepares complete and well-written documents and reports that follow accepted formatting and style standards, are free of spelling, grammar, and punctuation errors, reflect TAP requirements, and are submitted within established timeframes (i.e., After-Action Reports (AAR)). Develops and maintains professional relationships with all internal and external stakeholders that advance VA TAP interests and promote collaboration, two-way communication, teamwork, and results. Collaborates with contract vendors to review issues impacting functional areas of TAP and identify effective strategies to improve outcomes. Informs contract vendors of quality assessment outcomes and recommended corrective measures within five (5) business days of the completion of the quality assessment. Provides procedural background to other agencies regarding VBA Transition Services, work processes, and the integration of VBA's and the other agencies' information systems to provide a seamless transition for service members from active duty to civilian life. Responsible for quality oversight of the delivery of the VA TAP Benefits and Services course to transitioning Service members on the more than 300 military installations, CONUS and OCONUS. Tracks, analyzes and reports on course evaluation data provided through partnership agreements. Provide recommendations for program refinements, define short and medium-range plans, and validate program requirements. Responsible for timely and accurate data gathering and analysis concerning specific areas related to the assigned project and TAP-related operations, including quality assessments, re-evaluations, and site readiness evaluations, as assigned by the Chief. Develop innovative strategies, ideas, and policies to ensure the VA best supports transitioning Service members, Veterans, and their family members. Undertakes long- and short-range research and studies program activities within OTED to support the organization's business goals and objectives. Manages multiple projects or programs concurrently where effort involves coordination among numerous resources, other divisions, or agents outside the organization. Formulates recommendations for modifying, revising, or implementing procedures to improve the effectiveness and efficiency of project and program operations. Prepares for and gives oral presentations to various audiences within OTED, VBA senior management, department-level executives, and external agencies. Develops PowerPoint presentations covering highlights of new material and providing practical applications and examples. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-11/GS-12/GS-13. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:04/09/2024 TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience/education as described below: GS-11 Grade Level: Specialized Experience: Applicants must have one (1) year of specialized equivalent to at least a GS-09 that has equipped them with the knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include, but are not limited to: Prioritizing and completing assigned projects using sound project management principles. Participating in the analysis of quantitative and quantitative data to evaluate the effectiveness of programs. Tracking and reporting the progress of projects, tasks and initiatives. Building and maintaining effective relationships with key stakeholders. Preparing complete and well-written documents and reports. GS-11 ONLY- Education: Applicants may substitute education for the required experience for the GS-0343-11 grade level. To qualify based on education for this grade level you must have the following: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, GS-11 ONLY -Combination: Applicants may also combine education and experience to qualify at the GS-11 level. Applicants may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 18 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position GS-12 Grade Level: Specialized Experience: Applicants must have one (1) year of specialized equivalent to at least a GS-11 that has equipped them with the knowledge, skills, and abilities to successfully perform the duties of the position. Independently analyzing and evaluating on a quantitative and qualitative basis, the effectiveness of programs. Tracking and reporting the progress of projects, tasks and initiatives. Communicating orally and in writing to provide cohesive information and briefings to management necessary to facilitate program strategies. There is no education substitution at this grade level. GS-13 Grade Level: Specialized Experience: Applicants must have one (1) year of specialized equivalent to at least a GS-12 that has equipped them with the knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include, but are not limited to: Managing, prioritizing, and completing multiple projects and assignments concurrently in order to execute delivery efficiently and effectively. Skills in evaluating the effectiveness of the program managed and developing strategies for making the necessary improvements. Analyzing technical and logistical issues to provide sound recommendations for resolutions and improvements. Communicating orally and in writing to provide cohesive information and briefings to management necessary to facilitate agency-wide decision/making. There is no education substitution at this grade level. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: Work is primarily sedentary, but involves use of a personal computer so a degree of manual dexterity and visual acuity sufficient to use these tools is required. Occasional standing, bending, walking, and stooping are also necessary. Some slight physical effort is required in that incumbent may be required to travel. No special physical demands are required.
