Duties

The primary purpose of this position is: To serve as a Senior Program Analyst with the Capability Requirements Division. Assists the Division Chief and the Director in ensuring that all aspects of Air, Land, Maritime, Space and Cyberspace Domain capability, requirement and resource development and allocation are strategically executed to support North American Aerospace Defense Command (NORAD) and U.S. Northern Command (USNORTHCOM). Also assists in the integration of analysis of existing and new missions and capabilities (to include potential transformational and experimentation concepts), in the crafting of programs which are balanced, executable, and with reasonable risk. Develops, reviews, and analyzes capabilities, requirements and programs in relation to the development of policy and operations supporting Air, Land, Maritime, Space and Cyberspace Domain strategic combatant command programs and objectives as assigned. Initiates, monitors and assists with research on capability, requirements, and program and resource issues, then analyzes options and recommends courses of action through authoritative reports, papers, briefings and correspondence. Represents NORAD and USNORTHCOM and J8 with a wide variety of senior (up to and including GO/FO/SES) officials in the DOD, the military services, other unified commands, federal agencies, foreign governments and the private sector.

Qualifications

This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian. Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, These duties may require additional duty hours and/or alternate duty locations. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Management and Program Analysis Series 0343 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience includes expert knowledge of Congressional, OSD, Joint Staff, Service, and Unified Command Planning, Programming, Budgeting, and Execution systems, requirements generation, Joint Experimentation, JCIDS, JROC, and capabilities integration processes. Extensive knowledge of Homeland Defense principles, concepts, operations, goals, objectives, Joint Operations Concepts, Joint Integrating Concepts, Functional Concepts Plans, and Joint Capabilities Integration Development Concepts. Mastery of a wide range of Congressional, DOD, and Service policies/regulations/laws impacting NORAD and USNORTHCOM requirements, acquisitions, financial management, manpower and personnel, budgeting, planning and programming. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Skill in applying a wide range of qualitative and quantitative methods to analyze issues and formulate solutions to especially broad, important, and severe military operational and contingency areas. Knowledge of DOD to include the roles and organization of OSD, the Joint Staff, the Services, other Unified Commands, Defense Agencies (NGB and Reserves) and Inter-agencies. Skill in applying, professional knowledge of the theory, concepts, principles, and practices of requirements, capabilities, and acquisition management, sufficient to conduct the difficult assignment of interfacing and managing relationships. 'Knowledge of the Joint Capability Integration and Development System (JCIDS), Joint Requirements Oversight Council (JROC), Joint Capability Boards (JCB), Functional Capability Boards (FCB) and Joint Strategic Planning System (JSPS) and the complete range of the Planning, Programming, Budgeting, Execution System (PPBES). Knowledge of the Joint Experimentation, Joint Concept Technology Demonstration (JCTD), Joint Test and Evaluation (JT &E) and Quick Reaction Test (QRT) processes and administration. Knowledge of Congressional, Agency, and Department procedures, regulations, precedents, policies and guidelines. Skill to interpret and apply public law, policy, and higher level directives related to NORAD and USNORTHCOM capability development related to assigned missions and operations. Knowledge of electronic services and databases providing information and products regarding JCIDS/JROC/PPBES support, and ability to apply effective information management techniques. Ability to communicate effectively both orally and in writing; negotiate; complex issues; and develops and maintains professional working relationships. Ability to manage several projects and activities simultaneously. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
